Huron St. Ann Arbor, MI 48104 http://a2gov.legistar.com/Calendar.aspx Meeting Minutes - Final Thursday, July 11, 2019 6:00 PM Special Meeting ICPOC Work Session Larcom City Hall, 301 E Huron St, Basement, conference room Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Final July 11, 2019 Oversight Commission CALL TO ORDER Approved as presented ROLL CALL Present 10 - David Santacroce, Jude Walton, Zaynab Elkolaly, Mashod Evans, Mohammad Othman, Frances Todoro-Hargreaves, Robin Stephens, Bonnie Billups, Ali Ramlawi, and Anan Ameri Absent 3- Jane Lumm, Lisa Jackson, and DeAndre Caldwell APPROVAL OF AGENDA Chair Stephens moved to approve the agenda. The agenda was approved as presented. PUBLIC COMMENT No Comments A OLD BUSINESS Complaint Form Language Change The Commissioners reviewed and discussed the revised version of the Complaint Form. Motion made to update form with changes and send to Commissioners no later than Wednesday, July 17, 2019. Motion carried on a voice vote. Revisions: Mission and Vision Statement The Commissioners reviewed and discussed the Mission and Vision statement. Motions made to make changes to the statement and send to commissioners for final review by Wednesday, July 17, 2019. Motion carried on a voice vote. Community Outreach Update Commissioner Billups discussed in collaboration with Commissioner Caldwell; adopt different community programs and assign Commissioners to specific sectors of the Ann Arbor community to begin City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final July 11, 2019 Oversight Commission outreach communication. Motion made and all approved on a voice vote. Commissioner Evans - Faith Community, Commissioner Todoro - Downtown businesses, Commissioner Elkolaly - Arab and Jewish community. The process for community Liaison needs further review by the City Attorney's office. Notification Process A motion was made to wait until the new Police Chief Cox's is on board and has an opportunity to meet and share with the commissioners some of his experiences from Boston's Police Oversight Commission. The motion carried on a voice vote. B NEW BUSINESS Complaint Assignment Procedures The Commissioner discussed and reviewed the ICPOC Review Form and motioned to approve as amended. Commissioner Santacroce has agreed to investigate complaint training for the commission. Reach out to the Institute of Continual Legal Education and report back to the commission. The commissioner agreed there needs to be check & balance. A motion was made to assign a primary and two secondary commissioners on a committee to review complaints. The motion carried on a voice vote. C NEXT AGENDA ITEMS How many days does ICPOC need for the Citizens Academy Workshops (1 or 2) A motion was made to attend the Citizen Academy Workshop on a Saturday, date and time TBD. Motion carried on a voice vote. D COMMUNICATIONS Robin Stephens, appointed to Human Rights Commission Chair Stephens discussed attending her first HRC meeting and emphasizing the importance of a bridge between the two commissions.
