Huron St. Ann Arbor, MI 48104 http://a2gov.legistar.com/Calendar.aspx Meeting Minutes - Final Thursday, August 8, 2019 6:00 PM Special Meeting Larcom City Hall, 301 E Huron St, Basement, conference room Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Final August 8, 2019 Oversight Commission CALL TO ORDER Chair, Stephens call the meeting to order at 6:02 p.m. ROLL CALL Present 10 - Jane Lumm, David Santacroce, Lisa Jackson, Mashod Evans, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Robin Stephens, Ali Ramlawi, and Anan Ameri Absent 3- Jude Walton, Zaynab Elkolaly, and Bonnie Billups APPROVAL OF AGENDA Chair, Stephens moved to approve the agenda. All approved on a voice vote. PUBLIC COMMENT No comment A OLD BUSINESS What Does Policing Look Like "Expectations" The commissioners discussed avenues for community engagement in the schools. Regular open houses in different neighborhoods, reaching out to new immigrant communities, and diversity in the Ann Arbor Police Force. Where and How to Receive Complaints Chair Stephens discussed the police complaints she has received, and asked City Attorney Arianne Slay to comment on any progress for receiving the policies and procedures that go along with those complaints. The Ann Arbor Police Department will provide a Policy Table of Content to the Commission before the next regularly scheduled meeting. Update on Civilian Investigative Training Commissioner Santacroce gave an update on a few attorney's and City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final August 8, 2019 Oversight Commission institutions that offer basic principles of fact investigation, including materials. He will also put a budget together and submit to the commission for further review. Commissioner Santacroce talked about employing a lawyer to consult on complaints. Revisit Complaint Form There were no changes made to the Complaint Form. B NEW BUSINESS Proposed Dates for Basement Conference Room Relocation A discussion and vote took place to keep the August meeting in the Council Chambers at 6:00 p.m. A Doodle Poll will go to all commissioners on available dates to relocate to the basement conference room A. C REPORT FROM COMMITTEES Outreach Update Commissioner Caldwell discussed reaching out to numerous community organizations. The commission's first outreach event is at Peace Neighborhood Center, plans are in the works to create a brochure or flyer to be passed out in time for the event. Commissioner Caldwell will provide a calendar of events and a budget by next meeting. Social Media Update Vice-Chair Jackson and Commissioner Todoro discussed the advantage of social media, researching other states police oversight commissions around the country. The Commissioners suggested Twitter, Instagram and Facebook be considered a part of ICPOC's community outreach. A motion was made to continue to work on avenues for communication at future meetings. All approved on a voice vote. D COMMUNICATIONS Update on Public Safety Training City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Final August 8, 2019 Oversight Commission A Doodle Poll will be sent to the commissioners to check availability for the three upcoming Public Safety Training dates in September.
