Huron St. Ann Arbor, MI 48104 http://a2gov.legistar.com/Calendar.aspx Meeting Minutes - Draft Tuesday, August 27, 2019 6:00 PM Larcom City Hall, 301 E Huron St, Second floor, City Council Chambers Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Draft August 27, 2019 Oversight Commission CALL TO ORDER ROLL CALL Present 13 - Jane Lumm, David Santacroce, Jude Walton, Zaynab Elkolaly, Lisa Jackson, Mashod Evans, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Robin Stephens, Bonnie Billups, Ali Ramlawi, and Anan Ameri APPROVAL OF AGENDA Chair Stephens moved to approve the agenda. The agenda was approved as presented. SPECIAL PRESENTATION City Administrator, Howard Lazarus City Administrator, Howard Lazarus discussed with the Commissioners the notification process while hiring the new Ann Arbor Police Chief. PUBLIC COMMENT Danny Birdsong Shirley Beckley A APPROVAL OF MINUTES 19-1604 Independent Community Police Oversight Commission Meeting Minutes of July 11, and July 25, 2019 A motion was made by Stephens, seconded by Evans, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 9/16/2019. On a voice vote, the chair, Stephens declared the motion carried. 19-1605 Independent Community Police Oversight Commission Special Meeting Minutes of July 11, 2019 A motion was made by Stephens, seconded by Evans, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 9/16/2019. On a voice vote, the City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Draft August 27, 2019 Oversight Commission Chair, Stephens declared the motion carried. B NEW BUSINESS Review Allocated Budget The Commissioners reviewed the ICPOC 2020 budget and nominated a budget committee to create a line item budget. Commissioners Evans and Walton were approved on a voice vote to head the Budget Committee. A motion was made to review this topic at the next meeting along with a update from the finance department. Motion carried. Contest for new ICPOC Name and Logo The Commissioners discussed having a contest to replace the acronym "ICPOC" and create a logo. Commissioner Elkolaly motioned to organize elementary through highschool students to get involved, and mapping out which schools will participate with Vice-Chair, Jackson. Also, Commissioner Todoro will ask businesses to donate gift cards for the contest winners. The committee will present a plan on how to succeed for the next meeting. The motion carried on a voice vote. C OLD BUSINESS Investigative Training Update Commissioner Santacroce discussed there's no concrete agency at the present time to offer any specific investigative training needed, possibly a private investigator for the Commission. He is researching other avenues for broader knowledge on investigative training. There is a possibility the Commission may need to contract those resources on a case-by-case basis in the future. Police Chief Cox discussed getting a understanding of how police are trained in Michigan with academies, policy and procedures and how we teach to those. E REPORT FROM COMMITTEES Community Outreach Update Commissioner Caldwell discussed the Community Outreach Event scheduled for Friday, September 27, 2019 at Westgate Library, 2503 City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Draft August 27, 2019 Oversight Commission Jackson Road, from 6:00 p.m. until 7:30 p.m. On Thursday, October 24, 2019 at Bryant Community Center at 3 W Eden from 6:30 until 8:00 p.m. The committee plan to discuss the history of ICPOC, public input, and instructions on filing complaints. No refreshments will be served. At the next meeting the committee will review recruitment strategies for events. Social Media Committee Update Vice-Chair Jackson discussed the Social Media Resolution including the different platforms. The committee is requesting all feedback be sent to Vice-Chair Jackson, and Commissioner Todoro no later than Tuesday, September 10, 2019. To present a revised Resolution including commissioners input and plan a commission comment period for the next meeting. Draft ICPOC Brochure Commissioner Caldwell passed around the layout for the ICPOC brochure he and Commissioners Ameri and Todoro created. Send all feedback to the commissioners no later than Tuesday, September 10, 2019 to discuss at the next meeting. F COMMUNICATIONS Deadline Date for Community Kick-off Commissioner Caldwell discussed this topic during Community Outreach report. September Meeting Cancellation A motion was made to cancel September's meeting due in part to commissioners attending the NACOLE conference in Detroit. The motion carried on a voice vote. Public Service Training Calendar The commissioners reviewed the new Public Safety training dates: Tuesday's, October 1, 2019, October 8, 2019 and October 15, 2019. Commissioners will send the date they are available to attend, by Tuesday, September 10, 2019. No more than five commissioners can attend at one time. City of Ann Arbor Page 3 Independent Community Police Meeting Minutes - Draft August 27, 2019 Oversight Commission Update on Meeting Relocation A motion was made to change October's meeting place and date to Thursday, October 17, 2019 at 6:00 p.m. in the Basement Conference Room A. The motion carried on a voice vote. PUBLIC COMMENT Shirley Beckley ADJOURNMENT Commission Othman motioned to adjourn the meeting at approximately 8:00 p.m. Motion carried.
