Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Eli Cooper, Steve Dolen, Raymond Hess as an alternate for Luke Liu, Howard Lazarus Non-voting Commission members absent: Luke Liu, Liz Margolis, Matt Webb Attending staff, presenters and guest speakers: Neal Billetdeaux (SmithGroupJJR), Erica Briggs (Executive Policy Advisor for Neighborhood Engagement/Transportation Safety), Jared Hoffert (Traffic Calming Task Force member), Oliver Kiley (SmithGroupJJR), Susan Pollay (DDA), Maura Thompson (DDA) Present: 10 - Linda Diane Feldt, Michael Firn, Robert Gordon, Cyrus Naheedy, Bradley Parsons, Scott Trudeau, Timothy Hull, Zachary Ackerman, Julie Boland, and Kyra Sims APPROVAL OF AGENDA (LINDA DIANE FELDT) A motion was made by Gordon, seconded by Trudeau, that the Agenda be Approved. On a voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) City of Ann Arbor Page 1 Transportation Commission Meeting Minutes July 18, 2018 Clark Charnetski - bus service from Dearborn, Detroit and Metro Airport - SMART; FAST APPROVAL OF MINUTES (LINDA DIANE FELDT) Approved as presented 18-1238 Transportation Commission Meeting Minutes 6-20-18 A motion was made by Naheedy, seconded by Gordon, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 8/9/2018. On a voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION Connected Transportation Environment - Presentation and Q&A (DR. JAMES SAYER - University of Michigan Transportation Research Institute)(30 MINUTES) Due to an illness Dr. Sayer was not able to present at the Commission meeting on 7/18/18. Staff will coordinate with Dr. Sayer to seek an alternate meeting for presentation. BUSINESS First & Ashley and William Street Presentation (SUSAN POLLAY - DDA) Susan Pollay (DDA) and Oliver Kiley (SmithGroupJJR) provided a presentation of the project. 18-1240 First & Ashley and William Street Transportation Presentation Materials Received and Filed First & Ashley and William Street Q&A and Resolution (LINDA DIANE FELDT) Commissioner questions and comments included: - Support for protected bike lanes - Impact to bus stop locations along William Street cycle track - Passenger drop-off along William Street cycle track - Railroad crossing - Width of cycle track going down William City of Ann Arbor Page 2 Transportation Commission Meeting Minutes July 18, 2018 - Wayfinding signage for bicycle routes - Overlap with Treeline - Trade-off, increasing potential turning conflicts - Commercial streets, design considerations such as raised crosswalks - Support for no turn on red - Support to emphasize crash statistics - Suggestion to present as a learning opportunity to be evaluated 18-1241 First & Ashley and William Street Transportation Resolution A motion was made by Trudeau, seconded by Gordon, that the Resolution of Support for Key First & Ashley and William Street Transportation Concepts be Approved by the Commission and forwarded to the City Council and should be returned by 8/9/2018. On a voice vote, the Chair declared the motion carried. Introduction: Executive Policy Advisor for Neighborhood Engagement/Transportation Safety (HOWARD LAZARUS/ERICA BRIGGS)(5 MINUTES) Howard Lazarus introduced Erica Briggs' role as the Executive Policy Advisor for Neighborhood Engagement/Transportation Safety. Erica Briggs spoke about her background and new role. 18-1262 Executive Policy Advisor for Neighborhood Engagement/Transportation Safety Received and Filed Vision Zero Resolution (LINDA DIANE FELDT/ERICA BRIGGS) Commissioner questions and comments included: - Discussion of Speed Reduction Committee recommendations included/not included - Discussion regarding need for Council action in addition to Transportation Commission action 18-1292 Resolution to Support Vision Zero Related Activities A motion was made by Boland, seconded by Councilmember Ackerman, that the Resolution to Support Vision Zero Related Activities be Approved by the Commission and forwarded to the City Council and should be returned by 8/23/2018. On a voice vote, the Chair declared the motion carried. City of Ann Arbor Page 3 Transportation Commission Meeting Minutes July 18, 2018 Traffic Calming Task Force Report and Task Force Member Appointments (BRADLEY PARSONS/LINDA DIANE FELDT) Bradley Parsons and Councilmember Ackerman provided an update on the Task Force work completed to date. Community member appointments to the Traffic Calming Task Force: - Jared Hoffert - Patti Smith A motion was made by Parsons, seconded by Councilmember Ackerman, that the community member appointments to the Traffic Calming Task Force be Approved. On a voice vote, the Chair declared the motion carried. 18-1245 Traffic Calming Task Force Materials Received and Filed Effective Proposals/Recommendations and Committee Work (LINDA DIANE FELDT/KAYLA COLEMAN) Linda Diane and Kayla Coleman gave an overview of the worksheet/guidance provided. 18-1296 Example Worksheet Goals and Recommendations Received and Filed STAFF REPORT AND UPDATES (RAYMOND HESS) Raymond Hess provided an overview of the materials provided. 18-1288 July 2018 Transportation Project Updates Received and Filed 18-1250 Transportation Commission Ordinance Revision Received and Filed 18-1239 June 20 Traffic Calming Update Discussion Follow-up City of Ann Arbor Page 4 Transportation Commission Meeting Minutes July 18, 2018 Received and Filed 18-1254 FY2019 Proposed Budget April 18 Presentation Follow-up Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) None provided.
