Huron Street. ROLL CALL (KAYLA COLEMAN)(2 MINUTES) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess as an alternate for Luke Liu and Eli Cooper Non-voting Commission members absent: Eli Cooper, Howard Lazarus, Luke Liu, Liz Margolis, Matt Webb Attending staff, presenters and guest speakers: Dr. James Sayer (UMTRI) Present: 10 - Linda Diane Feldt, Michael Firn, Robert Gordon, Cyrus Naheedy, Bradley Parsons, Scott Trudeau, Timothy Hull, Julie Boland, Kyra Sims, and Molly Kleinman Absent: 1- Zachary Ackerman APPROVAL OF AGENDA (LINDA DIANE FELDT) A motion was made by Boland, seconded by Trudeau, that the Agenda be Approved. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Victoria Green - electronic scooters Clark Charnetski - opportunity for safety improvements along Bluett; sidewalk installation along Nixon Rd. City of Ann Arbor Page 1 Transportation Commission Meeting Minutes September 12, 2018 APPROVAL OF MINUTES (LINDA DIANE FELDT) 18-1555 Transportation Commission Meeting Minutes 8-15-2018 A motion was made by Parsons, seconded by Naheedy, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 10/1/2018. On a unanimous voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION Connected Transportation Environment - Presentation and Q&A (DR. JAMES SAYER - University of Michigan Transportation Research Institute) Commissioner questions and comments included: - 5G network - Pedestrian cell phone use in connected vehicle study - Equity concerns - will lower income become more vulnerable? - Data collection and storage 18-1651 Connected Vehicle Presentation Received and Filed Dockless Bike and Scooter Discussion (LINDA DIANE FELDT & SCOTT TRUDEAU) Commissioners discussed updates and opinions about dockless bikes and scooters. Some comments included: - Legality - Regulations - The need for infrastructure to encourge safe use - Importance of being adaptive, expanding transportation options - Sustainability impact - replacement of car trips vs. walk trips Commissioner Scott Trudeau volunteered to participate in discussions with staff, or potential task force, about shared active transportation/micro-mobility. City of Ann Arbor Page 2 Transportation Commission Meeting Minutes September 12, 2018 Community Engagement Toolkit Introduction (KAYLA COLEMAN) Commissioner questions and comments included: - Opportunity to better orient people to engagement for contentious projects (e.g., site plan development, large transportation project, etc.). What is the process? Where will there be opportunities for participation? - Support for a single location to find project materials and updates. - Balance of gathering new input vs. weight of previous planning efforts, task forces, advisory committees, etc. - Refresh messaging when past planning efforts are implemented. 18-1652 Community Engagement Toolkit Presentation Received and Filed BUSINESS Citizen Input and Process for City Street-Related Improvement Projects (R-18-275)(RAYMOND HESS) Staff provided a draft response to R-18-275 for consultation with the Transportation Commission. Commission comments included the following: • Maple Road Lane Reduction – Concern that this is an example of bad communications -residents were asked for feedback after the fact rather than consulted ahead of time. • AAPS Coordination –Concern that the process for AAPS-initiated projects is not clear. • Traffic volume peak hour data – Request that staff provide Council additional materials not requested such as the number of vulnerable users in an area and 85th percentile speed to better illustrate the conditions during off-peak hours and the challenges for pedestrians and cyclists. 18-1426 R-18-275 Staff Response Memo Received and Filed New Councilmember Orientation - Identify Transportation Commission representatives (LINDA DIANE FELT) - Ongoing discussion needed regarding potential Councilmember City of Ann Arbor Page 3 Transportation Commission Meeting Minutes September 12, 2018 orientation. - Commissioner's to brainstorm topics and accomplishments for the Annual Report. STAFF REPORT AND UPDATES (RAYMOND HESS) 18-1560 Transportation Project Updates September 2018 Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) - UM: new operator for Ann Arbor bike share has been selected and working to get up and running. COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) None provided. NEXT AGENDA ITEMS (LINDA DIANE FELDT) - E-scooters/Shared active transportation/Micro-mobility - Report about school improvements - N.
