Linda Diane Feldt called the meeting to order at 7:00 p.m. in the Guy
C.Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron
Street.

Kayla Coleman called the roll.
Non-voting Commission members: Sergeant Bill Clock, Steve Dolen,

APPROVAL OF AGENDA (LINDA DIANE FELDT)
A motion was made by Boland, seconded by Trudeau, that the
Agenda be Approved. On a unanimous voice vote, the Chair
declared the motion carried.

A motion was made by Parsons, seconded by Naheedy, that the
Minutes be Approved by the Commission and forwarded to the City
Council and should be returned by 10/1/2018. On a unanimous voice
vote, the Chair declared the motion carried.
INFORMATION AND DISCUSSION
Connected Transportation Environment - Presentation and Q&A (DR. JAMES SAYER - University of
Michigan Transportation Research Institute)
Commissioner questions and comments included:
- 5G network
- Pedestrian cell phone use in connected vehicle study
- Equity concerns - will lower income become more vulnerable?
- Data collection and storage

Dockless Bike and Scooter Discussion (LINDA DIANE FELDT & SCOTT TRUDEAU)
Commissioners discussed updates and opinions about dockless bikes
and scooters.
Some comments included:
- Legality
- Regulations
- The need for infrastructure to encourge safe use
- Importance of being adaptive, expanding transportation options
- Sustainability impact - replacement of car trips vs. walk trips
Commissioner Scott Trudeau volunteered to participate in discussions
with staff, or potential task force, about shared active
transportation/micro-mobility.

Community Engagement Toolkit Introduction (KAYLA COLEMAN)
Commissioner questions and comments included:
- Opportunity to better orient people to engagement for contentious
projects (e.g., site plan development, large transportation project, etc.).
What is the process? Where will there be opportunities for participation?
- Support for a single location to find project materials and updates.
- Balance of gathering new input vs. weight of previous planning efforts,
task forces, advisory committees, etc.
- Refresh messaging when past planning efforts are implemented.

BUSINESS
Citizen Input and Process for City Street-Related Improvement Projects (R-18-275)(RAYMOND HESS)
Staff provided a draft response to R-18-275 for consultation with the
Transportation Commission.
Commission comments included the following:
• Maple Road Lane Reduction – Concern that this is an example of bad
communications -residents were asked for feedback after the fact rather
than consulted ahead of time.
• AAPS Coordination –Concern that the process for AAPS-initiated
projects is not clear.
• Traffic volume peak hour data – Request that staff provide Council
additional materials not requested such as the number of vulnerable
users in an area and 85th percentile speed to better illustrate the
conditions during off-peak hours and the challenges for pedestrians and
cyclists.
