Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess, Howard Lazarus, Liz Margolis Non-voting Commission members absent: Matt Webb Present: 11 - Linda Diane Feldt, Michael Firn, Robert Gordon, Cyrus Naheedy, Bradley Parsons, Scott Trudeau, Timothy Hull, Zachary Ackerman, Julie Boland, Kyra Sims, and Molly Kleinman APPROVAL OF AGENDA (LINDA DIANE FELDT) A motion was made by Councilmember Ackerman, seconded by Trudeau, that the Agenda be Approved. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Charnetski - Ann Arbor Station Sponseller - Traffic Calming Program APPROVAL OF MINUTES (LINDA DIANE FELDT) City of Ann Arbor Page 1 Transportation Commission Meeting Minutes October 17, 2018 18-1763 Transportation Commission Meeting Minutes 9-12-2018 A motion was made by Sims, seconded by Hull, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 11/19/2018. On a unanimous voice vote, the Chair declared the motion carried. BUSINESS E-Scooter Update (RAYMOND HESS) 18-1766 E-Scooter Discussion Topics Raymond Hess provided an update on E-Scooters. Commission questions and comments included: - Allowable space? - Data sharing? - Number of units in operation? - Future ordinance governing this type of equipment? - Details around equipment impoundment. - Seasonal pick-up. Received and Filed Micro-Mobility Committee - Appoint Commissioners (LINDA DIANE FELDT) Charter amendment: "up to three members of the public," rather than "one representative of Washtenaw Biking and Walking Coalition." Discussion of Committee work: - How to regulate the operator and/or how to regulate vehicle type. - What mobility goal are we trying to solve? - See the license agreement with E-Scooter operators, to know the starting point for Committee work. Micro-Mobility Committee members: Steve Dolen (or delegate), Molly Kleinman, Scott Trudeau Members of the public: TBD 18-1765 Shared Active Transportation/Micro-Mobility Committee Charter City of Ann Arbor Page 2 Transportation Commission Meeting Minutes October 17, 2018 A motion was made by Councilmember Ackerman, seconded by Parsons, that the Shared Active Transportation/Micro-Mobility Committee charter be Approved as Amended. On a unanimous voice vote, the Chair declared the motion carried. Transportaton Commission 2018 Annual Report - Select Commissioners to Prepare Report (LINDA DIANE FELDT)(7 MINUTES) A motion was made by Boland, seconded by Kleinman, that Chair Feldt and Vice Chair Gordon prepare the Transportation Commission Annual Report and present at the December 2018 Commission meeting. On a unanimous voice vote, the Chair declared the motion carried. 18-1764 Transportation Commission 2018 Annual Report Outline Received and Filed New Councilmember Orientation and Discussion - Identify Commission Representatives (LINDA DIANE FELDT)(5 MINUTES) Anticipated December 2018. Volunteers: Linda Diane Feldt, Julie Boland, Bradley Parsons Traffic Calming Program Update (KAYLA COLEMAN AND LINDA DIANE FELDT) 18-1808 Traffic Calming Program Update - Revised Commissioner questions and comments: - Clarification regarding Council authority language. - School zone speed limits. - Signage. - Safety concerns. A motion was made by Parsons, seconded by Trudeau, that the revised update to the Traffic Calming Program be Approved by the Commission and forwarded to the City Council and should be returned by 11/8/2018. On a unanimous voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION City of Ann Arbor Page 3 Transportation Commission Meeting Minutes October 17, 2018 Ann Arbor Public Schools (AAPS) Transportation Update and School-City Coordination (LIZ MARGOLIS AND RAYMOND HESS)(30 MINUTES) 18-1770 Ann Arbor Public Schools Update Presentation 10-17-18 Liz Margolis provided a presentation about AAPS updates and projects, and school-City coordination. Raymond Hess also contributed to the discussion. Received and Filed AAPS Q&A (LINDA DIANE FELDT) Commissioner questions and comments: - Get kids to school in other ways, reduce parent drop-off - Safe Routes to School recommendations to City staff? - Bike parking at schools. - Community High School. - Fernwood Traffic Calming. STAFF REPORT AND UPDATES (RAYMOND HESS) 18-1758 Transportation Project Updates October 2018 Commission comments and questions included: - Support for pedestrian gateway treatments. - Fuller crosswalk - are improvements to existing location considered? - Seventh - potential lost opportunity for cyclist safety in lieu of parking for immediate neighbors. - Road diets - status update?
