Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN)(2 MINUTES) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess, Howard Lazarus Non-voting Commission members absent: Liz Margolis, Matt Webb Attending staff, presenters and guest speakers: Nick Hutchinson, Edward Inlow (Shift Transit), Chris Simmons (AAATA), Chris Wall Present: 9- Linda Diane Feldt, Michael Firn, Robert Gordon, Bradley Parsons, Scott Trudeau, Timothy Hull, Zachary Ackerman, Julie Boland, and Molly Kleinman Absent: 2- Cyrus Naheedy, and Kyra Sims APPROVAL OF AGENDA (LINDA DIANE FELDT) A motion was made by Gordon, seconded by Trudeau, that the Agenda be Approved. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) No public comment provided. APPROVAL OF MINUTES (LINDA DIANE FELDT) City of Ann Arbor Page 1 Transportation Commission Meeting Minutes November 14, 2018 18-1860 Transportation Commission Meeting Minutes 10-17-2018 A motion was made by Parsons, seconded by Boland, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 12/17/2018. On a unanimous voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION Hoover (Main to State)(CHRIS WALL) Commissioner questions and comments included: - Treeline implementation - Narrow travel lane width to slow traffic - Raised intersection to slow traffic - Engage with prospective development and UM - avoid utility cuts to new road - Look for creative options, e.g. DDA projects Toole Design Group 18-1880 Hoover (Main to State) Presentation Materials Received and Filed Ann Arbor Bike Share (CHRIS SIMMONS (AAATA) AND SHIFT TRANSIT) Commissioner questions and comments included: - Tricycle, e-bike, and other special needs accomodations - Location of existing and future bike docking stations - Bike dock locations in areas of limited mobility - Support for year round operations - Support for expanded service hours - Data sharing - Optimize number of stations for the comunity size 19-0044 Bike Share Presentation - AAATA and Shift Transit Received and Filed Changing Driver Behavior Study Report (SGT. CLOCK) Commissioner questions and comments included: - How to address those that did not stop, despite warnings and police City of Ann Arbor Page 2 Transportation Commission Meeting Minutes November 14, 2018 presence? - Distracted driving enforcement - Signage encouraged discussion of issues - Interst in providing the report to City Council 18-1889 Changing Driver Behavior Study Received and Filed N. Seventh Street Transportation (RAYMOND HESS) Commissioner questions and comments included: - Concern about decision making process - Disappointment in keeping on-street parking to benefit a few in lieu of an improved bicycle corridor for the community - Weighting methodology? - Concerns that the concepts split pro-cyclist folks among different concepts, while anti-cycling/pro-parking folks united around one concept - This is paint on the ground; could be changed in the future - Disappointed in the lack of political will to improve the transportation network 18-1931 N. Seventh Street Transportation Received and Filed BUSINESS Micro-Mobility Committee - appoint community members (LINDA DIANE FELDT) 18-1885 Micro-Mobility Committee Community Member Appointees Micro-Mobility Committee members: David Shinabarger, Lisa Solomon (UM) A motion was made by Firn, seconded by Trudeau, that the Micro-Mobility Committee appointments be Approved. On a unanimous voice vote, the Chair declared the motion carried. FY20 Policy Agenda Input (LINDA DIANE FELDT) City of Ann Arbor Page 3 Transportation Commission Meeting Minutes November 14, 2018 Commissioners suggested the following: - Transit Oriented Development - Vision Zero - MDOT road construction - Signage - Michigan Vehicle Code 18-1872 FY19 Policy Agenda Action Items Received and Filed 2019 Calendar of Meeting Dates (KAYLA COLEMAN) 18-1868 2019 Transportation Commission Calendar of Meeting Dates A motion was made by Boland, seconded by Kleinman, that the 2019 Transportation Commission Calendar be Approved. On a unanimous voice vote, the Chair declared the motion carried. STAFF REPORT AND UPDATES (RAYMOND HESS) 18-1876 Transportation Project Updates November 2018 Commission comments and questions included: - Request for Fuller crosswalk meeting materials and Road Safety Audit to be available online - Discussion of Fuller crosswalk project: student feedback and options - Pavement markings on Pauline - Light pollution as a criterion considered for crosswalk lighting - Interest in Transportation Commission exploring lighting for public ROW (Planning Commission looking at private property) Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) Liaisons shared the following: Commission on Disability Issues: Interested in disability accomodations related to e-scooters and bike share COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) City of Ann Arbor Page 4 Transportation Commission Meeting Minutes November 14, 2018 NEXT AGENDA ITEMS - Traffic on Liberty - speed, update on corridor improvements - 2019 Work Plan - 2019 Resurfacing projects NEXT MEETING: Wednesday, December 19; 7:00 p.m. in second floor Council Chambers at City Hall (301 E.
