Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess, Howard Lazarus Non-voting Commission members absent: Liz Margolis, Matt Webb Present: 9- Linda Diane Feldt, Robert Gordon, Bradley Parsons, Scott Trudeau, Timothy Hull, Julie Boland, Kyra Sims, Molly Kleinman, and Kathy Griswold Absent: 1- Michael Firn APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda Approval of Minutes 19-0758 March 2019 Meeting Minutes A motion was made by Parsons, seconded by Trudeau, that the Consent Agenda be Approved by the Commission and the minutes forwarded to the City Council and should be returned by 5/20/2019. On a unanimous voice vote, the Chair declared the motion carried. Update on e-scooter operations and contract agreements provided by Raymond Hess. Commissioner questions and comments included: - Opportunity for contract revisions following future ordinance revision CIP Committee Update (BRADLEY PARSONS AND LINDA DIANE FELDT) Update on committee activities provided by Commissioner Parsons. Commissioner questions and comments included: City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final April 17, 2019 - Meaning of Commission action on Major Streets list. 19-0766 FY2019-20 Major Street Projects Requested for Review A motion was made by Boland, seconded by Councilmember Griswold, that the FY19-20 Major Street Projects Requested for Review be Approved. On a unanimous voice vote, the Chair declared the motion carried. Six Es - Commissioner Assignments (LINDA DIANE FELDT) Commissioner questions and comments included: - Integration of Six Es into future agenda. - Pedestrian crash data: left turns; race and social class. - Equity: modes of transportation, demographics of infrastructure investment. - Interest in more information about TheRide (AAATA) service limitations. - Effectiveness of electronic radar speed signs. - Interest in focus on short term reccomendations/ obstacles. - Discussion of next steps: sub-group to further explore? resolution specifically identifying staff requests for all Es? 19-0770 Six Es Exercise: Commissioner Reports Postponed to the Transportation Commission due back on 5/15/2019 Crosswalk Ordinance (LINDA DIANE FELDT) Commissioner questions and comments included: - Counilmember intentions to withdraw resolution for local crosswalk ordinance revision. - Interest in re-affirming the existing local crosswalk ordinance. - Interest in further discussion of State of Michigan crosswalk law, and impacts to local ordinance. - Discussion of Legislative Service Bureau process 19-0773 Crosswalk Ordinance - Background Materials and Proposed Ordinance Revision A motion was made by Gordon, seconded by Kleinman, that City Council maintain the Crosswalk Ordinance in its current iteration based on the review and discussion of the ordinance that the City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final April 17, 2019 Commission has had. The Commission action will be forwarded to the City Council and should be returned by 5/6/2019. On a voice vote, the Chair declared the motion carried. Nay vote by Councilmember Griswold. State of Michigan Crosswalk Law A motion was made by Kleinman, seconded by Councilmember Griswold, to discuss and take action on the State of Michigan Crosswalk law at the May 15, 2019 Transportation Commission meeting. On a unanimous voice vote, the Chair declared the motion carried. FY20 Budget Presentation and other Administrator Updates (HOWARD LAZARUS) Commissioner questions and comments included: - Interpretation of pedestrian crosswalk improvements budget - what's included? what does that buy us? - Discussion of bike infrastructure budget - Council action on DDA - William Street Bikeway - Appreciation for KPIs and dashboard to make budget publicly accessible 19-0772 Administrator Update Presentation - FY20 Budget and other items Received and Filed FY20 Budget Resolution (LINDA DIANE FELDT) 19-0793 Transportation Commission Resolution - FY 2020 Proposed Budget A motion was made by Councilmember Griswold, seconded by Trudeau, that the Resolution be Approved by the Commission and forwarded to the City Council and should be returned by 5/6/2019. On a unanimous voice vote, the Chair declared the motion carried. STAFF REPORT AND UPDATES (RAYMOND HESS) 19-0771 Transportation Project Updates April 2019 Commissioner questions and comments included: City of Ann Arbor Page 4 Transportation Commission Meeting Minutes - Final April 17, 2019 - Results of train horn noise (Quiet Zone Study) - STEAM Sidewalk Project update Received and Filed 19-0824 City Council Resolution Regarding Community Engagement and Approval Processes for City Related Improvement Projects Commissioner questions and comments included: - Opinions expressed, in reaction to this resolution - Interest in future action and feedback to Council on this item. Postponed to the Transportation Commission due back on 5/15/2019 19-0775 Follow-up to Outstanding Commissioner Questions Received and Filed 19-0820 Snow Buddy Communication to the Transportation Commission Commissioner questions and comments included: - Interest in a future agenda item to respond to this request for action.
