Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess, Howard Lazarus, Liz Margolis. Non-voting Commission members absent: Matt Webb. Present: 7- Linda Diane Feldt, Timothy Hull, Julie Boland, Molly Kleinman, Tim Sanderson, Wendy Woods, and James Summers Absent: 3- Bradley Parsons, Kathy Griswold, and Deanna Lernihan APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda and Minutes 19-2162 October 2019 Meeting Minutes A motion was made by Boland, seconded by Kleinman, that the Consent Agenda be Approved by the Commission and the Minutes be forwarded to the City Council and should be returned by 12/16/2019. On a unanimous voice vote, the Chair declared the motion carried. On a unanimous voice vote, the Chair declared the motion carried. R-19-460 - Resolution Directing Review of City Transportation Planning (HOWARD LAZARUS) 19-1974 Resolution Directing Review of City Transportation Planning and Operations Management and Related Staffing Received and Filed 2020 Calendar of Meeting Dates (LINDA DIANE FELDT) 19-2165 2020 Calendar of Meeting Dates A motion was made by Woods, seconded by Summers, that the 2020 Transportation Commission Calendar be Approved. On a unanimous voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION University of Michigan Parking Update (STEVE DOLEN) Commissioner questions and comments included: - Real-time system to combine AAATA & UM buses for route planning. - North Campus bus service. City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final November 20, 2019 - Adjusting incentives for parking vs. transit, active transportation, human-scale transportation. - Improvements for active transportation on UM-owned corridors. 19-2166 University of Michigan Parking Update Received and Filed Ann Arbor Public Schools (AAPS) Project Overview and School-City Coordination (LIZ MARGOLIS) Commissioner questions and comments included: - School zone signs. - Student crosswalk flag program and citywide crosswalk flag program. - Crossing guard recruitment via neighborhood associations. - Robot crossing guards. - Bike racks at schools. 19-2167 Ann Arbor Public Schools (AAPS) Project Overview and School-City Coordination Received and Filed Comprehensive Transportation Plan Update (ELI COOPER & STACEY MEEKINS) Commissioner questions and comments included: - Worker inflow/outflow to/from Ann Arbor. - Tie to ethical responsibility for vehicle operators. - Inclusion of public school system in Vision Zero. - Education for new drivers. - Partnership with UM; need for outreach, and their committment to the Vision Zero plan. - Number of people killed and seriously injured in collisions. - Crosswalk law relationship to pedestrian deaths and injuries. 19-2168 Comprehensive Transportation Plan Update Received and Filed Crosswalk Prioritization Discussion (RAYMOND HESS) Commissioner questions and comments included: - Considerations requested: gaps between existing crosswalks, new construction/adjacent private development.
