Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Raymond Hess. Non-voting Commission members absent: Steve Dolen, Howard Lazarus, Liz Margolis, Matt Webb. Present: 8- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Wendy Woods, Deanna Lernihan, and James Summers Absent: 2- Kathy Griswold, and Tim Sanderson APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) 19-2393 Transportation Commission Meeting Minutes - November 2019 A motion was made by Parsons, seconded by Boland, that the Consent Agenda be Approved by the Commission and the Minutes forwarded to the City Council and should be returned by 1/6/2020. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) 19-2394 Public Comment - Trudeau City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final December 18, 2019 Received and Filed INFORMATION AND DISCUSSION Carbon Neutral 2030 Climate Emergency (MISSY STULTS) Commissioner questions and comments included: - UM and city fleets: electric vehicles, bikes, e-bikes. - Stormwater system stress. - Delivery: Hub service mode and electric vehicles. - E-bikes and accessibility. - Carbon offsets and sequestration. - Model cities. - DTE Michigan Green. - Carbon neutrality. - Micromobility. - Regional rail transit. - (De)incentivizing SUVs. - Transit pass incentives. - Parking and transit payment system. 19-2415 Carbon Neutral 2030 Climate Emergency Received and Filed BUSINESS 2020 Work Plan (KAYLA COLEMAN) Comments were shared and have been incorporated in an updated work plan. 19-2396 2020 Work Plan Received and Filed 2019 Annual Report (KAYLA COLEMAN) Commission to take action on 2019 Annual Report in January 2020. City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final December 18, 2019 19-2397 2019 Annual Report Referred to the Transportation Commission due back on 1/15/2020 Seventh Street Process Committee (LINDA DIANE FELDT) Commissioner questions and comments included: - Time span of project/effort - Area of discussion (Seventh Street, Miller to Scio Church) - Meeting frequency 19-2398 Seventh Street Process Committee A motion was made by Parsons, seconded by Boland, that the Transportation Commission establish the Seventh Street Process Committee and Approve the proposed charter. On a unanimous voice vote, the Chair declared the motion carried. A motion was made by Kleinman, seconded by Parsons, that the Transportation Commission approve the following commissioners to serve on the committee: Julie Boland, Linda Diane Feldt, and Wendy Woods. On a unanimous voice vote, the Chair declared the motion carried. Council Resolution to Endorse Moving the State's "White Cane" Crosswalk Law Language from the Traffic Code to the Vehicle Code in State Law (LINDA DIANE FELDT) Commissioner questions and comments included: - Origin of distance standards within resolution. - Potential local effect, and statewide effect. 19-2395 Council Resolution to Endorse Moving the State's "White Cane" Crosswalk Law Language from the Traffic Code to the Vehicle Code in State Law Referred to the Transportation Commission due back on 1/15/2020 STAFF REPORT AND UPDATES (RAYMOND HESS) 19-2399 Transportation Project Updates December 2019 Commissioner questions and comments included: - Willliam St Bikeway. - Traffic Calming. - AAATA Commissioner resignation. - ArborBike. COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) NEXT AGENDA ITEMS Work plan/staff-identified topics: - 2019 Annual Report. - Chair and Vice Chair Elections. - 2020 Street Resurfacing and Related Projects. - Seventh Street.
