Non-voting Commission members: Sergeant Bill Clock, Tom Crawford, Raymond Hess Non-voting Commission members absent: Steve Dolen, Liz Margolis, Ben Stupka Attending staff, presenters and guest speakers: Nicholas Hutchinson, Cyrus Naheedy, Marti Praschan, Cynthia Redinger Bryan Smith (AAATA) attended as a prospective future commissioner. Present: 7- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Kathy Griswold, and Bret Hautamaki Absent: 3- Deanna Lernihan, James Summers, and Wendy Woods OATH OF OFFICE ACKNOWLEDGEMENTS (HAUTAMAKI, KLEINMAN, PARSONS) Hautamaki, Kleinman, and Parsons completed verbal Oath of Office Acknowledgements. APPROVAL OF CONSENT AGENDA (MOLLY KLEINMAN) City of Ann Arbor Page 1 Transportation Commission Meeting Minutes June 17, 2020 Approval of Agenda Approval of Minutes 20-0865 May 2020 Meeting Minutes A motion was made by Parsons, seconded by Hautamaki, that the Consent Agenda be Approved by the Commission and the Minutes forwarded to the City Council and should be returned by 7/20/2020. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - (MOLLY KLEINMAN) No comments provided. INFORMATION AND DISCUSSION FY21 Budget (MARTI PRASCHAN) Commissioner questions and comments included: • Progress on 2025 road improvements • Road funding relative to overall budget • Sources of funding, millage, property tax, Act 51 • Inclusion of crosswalks and stop bar markings • Funding prioritization process 20-0866 FY21 Budget Presentation - Transportation Received and Filed Street, Bridge, Sidewalk and New Sidewalk Millages (NICHOLAS HUTCHINSON) Commissioner questions and comments included: • Millage: sidewalk gap completion; application of partial funding; comparison to current assessment; options for retroactive payments and gradual increases • UM sidewalk along Baxter Road • Sidewalks as a transportation network for pedestrians City of Ann Arbor Page 2 Transportation Commission Meeting Minutes June 17, 2020 20-0867 Street, Bridge, Sidewalk and New Sidewalk Millages Materials Received and Filed How Speed Limits are Set (CYRUS NAHEEDY) Commissioner questions and comments included: • Seventh Street: speed limit lowering; driveway access points (State code); traffic volume; Major street redesign - cost and timeline; interest in speed humps • Speed limit options: 85th percentile; design based; exemption for less than 25 mph on local streets • Washtenaw crosswalk near Tappan: state-mandated design 20-0868 How Speed Limits are Set Received and Filed Crosswalks and Lighting (CYNTHIA REDINGER) No commissioner questions or comments. 20-0937 Crosswalk Lighting Presentation Received and Filed BUSINESS Healthy Streets Update (RAYMOND HESS) Commissioner questions and comments included: • Pedestrian space vs. bike space • Bus stop impacts • Yost Blvd. • Healthy Streets implementation timeline • Wheelchair and stroller use considerations 20-0923 Healthy Streets Presentation City of Ann Arbor Page 3 Transportation Commission Meeting Minutes June 17, 2020 A motion was made by Parsons, seconded by Feldt, to recommend that Council approve the Healthy Streets Pilot Requests (as described in the attached PDF) as soon as possible and that no additional renderings be needed. This recommendation should be forwarded to the City Council and should be returned by 7/6/2020. On a unanimous voice vote, the Chair declared the motion carried. Chapter 40 Trees and Vegetation Ordinance (COUNCILMEMBER GRISWOLD) Commissioner questions and comments included: • Safety metrics; vegetation standards; sight distance; lawn extension vs. private property • Full review of Chapter 40 • Informational presentation requested; possible committee needed 20-0892 Chapter 40 Trees and Vegetation Ordinance Referred to the Transportation Commission due back on 7/15/2020 STAFF REPORT AND UPDATES (RAYMOND HESS) No commissioner questions or comments.
