Enter Meeting ID: 943 6448 0356 20-1376 Homework and Study Guide September 2020 Received and Filed CALL TO ORDER (MOLLY KLEINMAN) Molly Kleinman called the meeting to order at 7:00 p.m. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess Non-voting commission members absent: Tom Crawford, Liz Margolis, Ben Stupka Present: 9- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Kathy Griswold, Deanna Lernihan, Bret Hautamaki, and Bryan Smith Absent: 1- James Summers APPROVAL OF CONSENT AGENDA (MOLLY KLEINMAN) Approval of Minutes 20-1377 Transportation Commission August 2020 Meeting Minutes A motion was made by Feldt, seconded by Parsons, that the Consent Agenda be Approved by the Commission and the Minutes be forwarded to the City Council and should be returned by 10/19/2020. On a unanimous voice vote, the Chair declared the City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Draft September 16, 2020 motion carried. MODIFICATION OF AGENDA (MOLLY KLEINMAN) The agenda was amended to include Healthy Streets as a business item. Approved as presented APPROVAL OF AGENDA (MOLLY KLEINMAN) A motion was made by Feldt, seconded by Boland, that the Agenda be Approved with changes. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - (MOLLY KLEINMAN) No comments provided. INFORMATION AND DISCUSSION Annual Crash Data Report (RAYMOND HESS) Commissioner questions and comments included: • Michigan crash trends • Crash frequency on Huron, Washtenaw and Packard • Support for detailed review of pedestrian and bicycle crashes annually, consistent language • Crash frequency – persons in wheelchairs, vehicles turning left, hit-and-runs • UD-10 positive contrast lighting 20-1035 Annual Crash Data Report Referred to the Transportation Commission due back on 10/21/2020 Council Mobility Committee (COUNCILMEMBER GRISWOLD) Commissioner questions and comments included: • Need for clarity about meeting occurrences • Open Meetings Act compliance Pedestrians and Roundabouts (RAYMOND HESS) City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Draft September 16, 2020 Commissioner questions and comments included: • Pedestrian crossing opportunities, line of sight • Driver distraction • Rumble strips • Roundabout transition at N. Maple and M-14 • Fuller and Maiden Lane intersection roundabout study BUSINESS Capital Improvements Plan Prioritization Update (BRET HAUTAUMAKI) Commissioner questions and comments included: • Requested wording revision to ‘User Experience’ criteria which currently includes: “Low Desirability: Crosswalk that is a community request” 20-1380 Capital Improvements Plan (CIP) Prioritization Update Received and Filed CIP Committee - Disbanding (MOLLY KLEINMAN) Commissioner questions and comments included • Acknowledgements to Bradley Parsons and Cyrus Naheedy • Committee role in Commission relationship with staff and project details 20-1244 CIP Committee - Proposal to Disband A motion was made by Parsons, seconded by Feldt, that the Proposal to Disband the CIP Committee be Approved. On a unanimous voice vote, the Chair declared the motion carried. Seventh Street Process Committee Update (LINDA DIANE FELDT & JULIE BOLAND) Commissioner questions and comments included: • Volunteer to help with recommendation/proposal – M. Kleinman Commissioner Feedback-Materials and Communications (KAYLA COLEMAN) Commissioner questions and comments included: • Commissioners provided feedback about communications and meeting preferences. City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Draft September 16, 2020 Healthy Streets (COUNCILMEMBER GRISWOLD & RAYMOND HESS) Commissioner questions and comments included: • Feedback and observed changes • Overlap and impact on concurrent and adjacent projects • Traffic increases and safety concerns • Reasoning for ending the program/evaluation still needed 20-1543 Transportation Commission Consideration of 9/21/20 Resolution to End the Healthy Streets Initiative Outside of Downtown A motion was made by Feldt, seconded by Parsons, that in support of Healthy Streets, the Transportation Commission Recommends that Council defeat any resolution that would end the Healthy Streets Initiative prematurely as reflected in resolution file 20-1430, and that this action be forwarded to the City Council and should be returned by 10/19/2020. On a voice vote, the Chair declared the motion carried with a No Vote by Councilmember Griswold.
