Baldwin (Packard to Stadium) Traffic Calming - (Raymond Hess) (10 Minutes) City of Ann Arbor Page 2 Transportation Commission Meeting Minutes August 16, 2023 23-1366 Transportation Commission Resolution to Approve the Installation of Traffic Calming Devices on Baldwin Avenue (Packard to Stadium) ($35,000) Attachments: Baldwin Traffic Calming - Final Plan.pdf, Baldwin Traffic Calming - Resolution.pdf Commissioner questions and comments: • Rubber devises. • Permanent & Temporary traffic calming devises. • 2024 Construction Season • 2025 Fiscal Year Construction Expectations A motion was made by Boland, seconded by Akmon to recommend the approval of Baldwin Traffic Calming Project between Packard and Stadium. On a unanimous voice vote the chair declared the motion carried, said motion was forwarded to City Council and should be returned by 10/02/2023. V.B.) Manchester (Buckingham to Needham) Traffic Calming - (Raymond Hess) (10 Minutes) 23-1367 Transportation Commission Resolution to Approve the Installation of Traffic Calming Devices on Manchester Road (Buckingham to Needham) ($35,000) Attachments: Manchester Traffic Calming - Final Plan.pdf, Manchester Traffic Calming - Resolution.pdf Commissioner questions and comments: • No comments A motion was made by Boland, seconded by Brovan to recommend the approval of Manchester Traffic Calming Project between Buckingham and Needham. On a unanimous voice vote the chair declared the motion carried, said motion was forwarded to City Council and should be returned by 10/02/2023. V.C.) Traffic Calming Resolution - (Dharma Akmon) (20 Minutes) City of Ann Arbor Page 3 Transportation Commission Meeting Minutes August 16, 2023 23-1368 Transportation Commission Resolution to Adopt an Improved Neighborhood Traffic Calming Program Attachments: Traffic Calming Resolution_Clean Draft_2023.08.02.pdf, Traffic Calming Resolution_Mark-up Draft_2023.08.02.pdf Commissioner questions and comments: • Traffic Calming Improvements will not longer require commission approval. • Criteria for project progression. • A metric for project results; target speed. • Metrics driven by neighborhood demand. • Minimum allowed speed 25mph. • Speed should not dictate implementation. • Compliance rate of crosswalk, stop signs. • Data based prioritization. • Program structure, framework. • Transition from Empowering into collaboration model. • School traffic calming toolkit • Will residents be grandfathered into existing program? • Monitor progress • Subcommittee involvement. A motion was made by Boland, seconded by Brovan to recommend the approval of resolution included in the packet which suggests changes to the Traffic Calming Program. The voice vote was carried by a majority vote with 7 in favor and 1 vote in opposition made by Peter Houk. The chair declared the motion carried, said motion was forwarded to City Council and should be returned by 10/02/2023. V.D.) Bylaws Amendment - (Raymond Hess) (20 Minutes) City of Ann Arbor Page 4 Transportation Commission Meeting Minutes August 16, 2023 23-1369 Bylaws Amendment Attachments: Bylaws&Ord_Draft Bylaws of Transportation Commission_2022.08.17.pdf, Bylaws&Ord_Draft Transportation Commission Ord amendment 2022.08.17.pdf Commissioner questions and comments: • Over-represented age group. • Problem requires no solution. • All ages of life have unique transportation challenges. • Not in favor in singling out demographics. • Demographic question not included in current application process. • If passed, changes to current application process. • Not inclusive of the different communities in Ann Arbor • Annual Demographics self-examination. • Car dependence vs. independence A motion was made by Akmon seconded by Lee to recommend the approval of the suggested change to the bylaws to change the membership to read “seven members of the public, one of whom shall be 55 years of age or older”. On a unanimous voice vote the chair declared the motion to be defeated, said motion was forwarded to City Council and should be returned by 10/02/2023. VI.) INFORMATION AND DISCUSSION VI.A.)
