1. Call To Order
Chairman Arnett called the meeting to order at 10:24 a.m.

Present: 2- Alderman Arnett and Alderman Finlayson
3. Business before Committee

Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Rodriguez and Alderman Finlayson

R-8-18 Amendments to Title 15 of the FY 2018 Fees Schedule - For the
purpose of establishing a timeframe for when Workboat and Buyboat watermen
may request temporary docking; repealing annual street end dinghy permit on
medical hardship availability; and clarifying criteria for permissible docking of
dinghies.
Harbormaster Bellis was present and answered questions from the committee.
Alderman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

Discussion: Harbormaster
The committee and Harbormaster Bellis discussed which Department the Harbormaster
should fall under. Acting City Manager Stokes, and Alderwoman Tierney were present
and answered questions from the committee.
ID-120-18 Departmental Reviews: Human Resources Follow Up
Acting Manager Hopkins was present and answered questions from the committee.
Acting City Manager Stokes was present and answered questions from the committee.
Alderwoman Finlayson requested the job description from the former Deputy City
Manager's position.

ID-129-18 Departmental Reviews: APD Follow Up
Police Chief Baker and Captain Amoia were present and answered questions from the
committee. Finance Operations Manager Pletzer, Alderwoman Tierney, and Alderman
Paone were present and answered questions from the committee.
ID-134-18 Community Grant Presentation/Discussion from Grants committee
No action taken
4. General Discussion
City Manager Sutherland was present and discussed corrected forms. Alderman Paone,
and Alderwoman Tierney were present and answered questions from the committee.
5. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
1:04 PM.
