1. Call To Order
Chairman Arnett called the meeting to order at 10:33 a.m.
3. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
2. Business before Committee
a. Approval of Minutes
FC100318 Approval of Minutes for the Regular Meeting
Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Arnett and Alderman Finlayson
Absent: 1- Alderman Paone
e. Budget Revision Requests
GT-1-19 Transfer From: Contingency Transfer To: Tree Planting
Finance Director Dickinson, City Manager Sutherland, and Finance Operations
Manager Pletzer were present and answered questions from the committee.
Alderman Paone moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
4. Legislation before Committee
O-29-18 Lease of Truxtun Park to Kayak Annapolis, LLC - For the purpose of
approving the lease of certain City-owned property at Truxtun Park to authorize the
operation of a kayak water touring business; and matters generally relating to said
lease.
Assistant City Attorney Leonard, Harbor Master Bellis, and Assistant Harbor Master
Northfield were present and answered questions from the committee.
Kate Vanderheight, representing Kayak Annapolis, 900 Truxtun Park Road, Annapolis,
MD 21401, was present and answered questions from the committee.
Alderman Finlayson moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
O-41-18 Emergency Procurement - For the purpose of authorizing the appropriation of
funds for an emergency procurement; and for establishing a procedure for the
procurement of goods and services during an emergency.

Deputy Fire Chief/Office of Emergency Management Director Simmons, and Assistant
City Attorney Leonard were present and answered questions from the committee.
Alderman Paone moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

5. General Discussion
ID-280-18 Update from the Finance Department
Finance Director Dickinson and Finance Operations Manager Pletzer were present and
provided the committee with an update.
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
11:48 p.m.
