1. Call To Order
Chairman Arnett called the meeting to order at 10:34 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
3. Approval of Agenda (any changes to the agenda should be made here)
Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
4. Business before Committee
a. Approval of Minutes
FC11.21.18 Approval of Minutes for the Regular Meeting
Alderman Paone moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
b. Supplemental Appropriations
SA-35-19 Fund: Reforestation - Fund Source of Surplus Funds: Non-Critical Area Fee in
Lieu of Planting Revenue: Fund Source of Surplus Funds: Non-Critical Area Fee
in Lieu of Planting Expenditure: Tree Planting Contract Services
Alderwoman Finlayson would like something written in the contract as to why they are
paying in lieu of instead of planting.
Finance Operations Manager Pletzer and Finance Director Dickinson were present
and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

SA-36-19 Fund: General - Source of Funds: Domino’s Pizza, LLC Revenue: Traffic Impact
Study Expenditure: P&Z Contract Services Expense

committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

O-46-18 Modification of use of unexpended proceeds of certain of the City’s general
obligation bonds - For the purpose of modifying the use of unexpended proceeds of the
City’s Public Improvements Bonds, 2011 Series B, the City’s Public Improvements Bonds,
2012 Series, the City’s Public Improvements Bonds, 2013 Series, the City’s Public
Improvements Bonds, 2015 Series A, and the City’s Public Improvements Bonds, 2016
Series A (Tax-Exempt).
Finance Director Dickinson, Fire Chief Stokes, Deputy Fire Chief Remaley, City Manager
Sutherland, and Public Works Director Jarrell were present and answered questions from
the committee.
Alderwoman Finlayson moved to recommend favorably with the addition of the
addendum to the staff report, and the committee also wishes to recommend that
the ordinance recieves a public hearing as well as a vote on 2nd and 3rd reader
at the December 10, 2018 City Council meeting in order to take advantage of the
radio sale. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:

6. General Discussion
ID-280-18 Update from the Finance Department
Finance Director Dickinson and Finance Operations Manager Pletzer were present and
provided the committee with an update. Chairman Ross would like a breakdown of
purchasing versus leasing.
7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
12:13 p.m.
