1. Call To Order
Chairman Arnett called the meeting to order at 10:43 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
3. Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. The
motion carried by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
4. Business before Committee
a. Approval of Minutes
FC01.02.19 Approval of Minutes for the Regular Meeting
Alderman Paone moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
b. Supplemental Appropriation
SA-39-19 Planning and Zoning Revenue: CDBG Entitlement - $181,290 Program
Income - $32,596 Expenses: CDBG Entitlement - $181,290 Program Income

Finance Director Dickinson, and Chief of Community Development Wellman were
present and answered questions from the committee.
Alderman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
SA-40-19 Planning and Zoning Community Legacy Fund FY18 Re-appropriation
$223,805
Finance Director Dickinson, and Chief of Community Development Wellman were
present and answered questions from the committee.
Alderman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

Adams, Office of Environmental Policy Director Guild, and Finance Director
Dickinson were present and provided the committee with information pertaining to the
Reforestation fund.
5. General Discussion
ID-280-18 Update from the Finance Department
Finance Director Dickinson, and City Manager Sutherland were present
and provided the committee with an update.
Department Enhancements
Alderwoman Finlayson moved to approve the Motion to request all Departmental
Enhancements prior to the presentation during the budget. The motion carried
by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
12:03 p.m.
