1. Call To Order
Chairman Arnett called the meeting to order at 10:33 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
3. Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. The
motion carried by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
4. Business before Committee
a. Approval of Minutes
FC01.16.19 Approval of Minutes for the Regular Meeting
Alderman Paone moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
b. Supplemental Appropriation
SA-41-19 Fire - Grant Fund: FY19 MIEMSS ALS: $6494
Finance Director Dickinson and Captain Edwards were present and answered
questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
SA-42-19 Office of Environmental Policy - Grant Fund: FY19 Community Resiliency;
$40,100
Environmental Compliance Inspector Hodo and Finance Director Dickinson were
present and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

SA-43-19 Transportation Department - Transportation Fund: FTA/MTA/Insurance
Proceeds; $100,096
Finance Director Dickinson and Transportation Director Gordon were present
and answered questions from the committee.
Alderman Paone moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
ID-360-18 Council Retreat Expenses
Alderman Finlayson moved to approve to add a line item in the Mayor's
budget for Council Training as a whole with an amount of $5000. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
Alderman Finlayson moved to Include a line item in the Mayor's Budget for
Boards and Commission training. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
Finance Director Dickinson, City Manager Sutherland, and Operations Manager
Pletzer were present and answered questions from the committee. Chairman
Arnett would like to see the Council have another retreat before the end of this
fiscal year.
ID-361-18 Waiver of Fees
Alderman Finlayson moved to approve the motion for the Finance Committee
to take on the responsibility to develop policy on Special Events waiver of
fees. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 3- Alderman Arnett, Alderman Paone and Alderman Finlayson
City Manager Sutherland, Operations Manager Pletzer, Finance General Biller
Davis, and Finance Director Dickinson were present and answered questions
from the committee.

City Manager Sutherland was present and answered questions from the
committee.
5. General Discussion
ID-280-18 Update from the Finance Department
Finance Director Dickinson, City Manager Sutherland, and Finance Operations
Manager Pletzer were present and provided the committee with an update.
6. Adjournment
Mayor's Chief of Staff Smith and City Manager Sutherland spoke on the grant
received for the Cannery.
Upon motion duly made, seconded and adopted, the meeting was adjourned at
12:03 p.m.
