1. Call To Order
Chairwoman Finlayson called the meeting to order at 10:11 a.m.
2. Roll Call
Present: 2- Alderwoman Finlayson and Alderwoman Tierney
Absent: 2- Alderman Arnett and Alderman Paone
3. Approval of Agenda (any changes to the agenda should be made here)

R-16-19 FY 2020 Fees Schedule Effective July 1, 2019 - For the purpose of
specifying fees that will be charged for the use of City services for FY 2019.
Harbormaster
Harbormaster Bellis, City Manager Sutherland, and Finance Director Dickinson were
present and answered questions from the committee.
Fire
Finance Director Dickinson, Fire Chief Stokes, and City Manager Sutherland were
present and answered questions from the committee.
Alderman Savidge was present and addressed the committee.
Alderwoman Finlayson would like a breakdown of the $75 One day Alcoholic
Beverage License.
Public Works
Public Works Director Jarrell, and Public Works Deputy Director Patrick were
present and answered questions from the committee.
Alderman Savidge was present and addressed the committee.
Transportation
Transportation Director Gordon, and City Manager Sutherland were present and
answered questions from the committee.
Planning & Zoning
City Manager Sutherland, Acting Director Nash, Public Works Director Jarrell, and
Chief Code Official Menasa were present and answered questions from the
committee.

Alderman Savidge was present and addressed the committee.
Hillman Garage
City Manager Sutherland, Transportation Director Gordon, and Kevin S.P. Plus were
present and answered questions from the committee.
City Manager will add a Maximum Resident/Non Resident line to each Garage
schedule.
Recreation & Parks
City Manager Sutherland, and Rec and Parks Director Trader were present and
answered questions from the committee.
Pool: Alderwoman Finlayson would like to keep the 12 and under rate to remain at
$4.00. Will modify the schedule to say "existing rates to continue through this season".
Alderman Savidge was present and addressed the committee.
Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Finlayson and Alderwoman Tierney
Absent: 2- Alderman Arnett and Alderman Paone

Alderwoman Tierney moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental
Policy Advisor to provide certain advice relating to environmental policies and
initiatives in lieu of the Office of Environmental Policy; creating the position of

Environmental Policy Advisor in the exempt service; establishing the duties and
responsibilities of the position; creating the position of Director of Emergency
Management in the exempt service; establishing certain exempt service pay grades;
and reassigning responsibility for floodplain management to the Department of
Planning and Zoning.
Alderman Savidge was present and reviewed his proposed amendments.
City Manager Sutherland was present and answered questions from the committee.
Motion to accept Ald Savidge amendments (Ald. Tierney-failed for lack of second)
O-16-19 Human Resources - Exempt Service - For the purpose of reclassifying certain
positions in the Exempt Service; and making stylistic changes.
City Manager Sutherland was present and answered questions from the committee.
O-17-19 ANNUAL BUDGET AND APPROPRIATION ORDINANCE AND
PROPERTY TAX LEVY - For the purpose of adopting the City Budget,
comprising the Annual Operating Budget for the fiscal year ending June 30, 2020, the
Capital Budget for the fiscal year ending June 30, 2020, the Capital Improvement
Program for the fiscal years ending June 30, 2021, June 30, 2022, June 30, 2023,
June 30, 2024, and June 30, 2025; appropriating funds for all expenditures for the
fiscal year beginning July 1, 2019, and ending June 30, 2020; levying and imposing a
property tax for the use of the City of Annapolis for the taxable year beginning July 1,
2019 and ending June 30,2020; and fixing the rate of the City property tax for the
taxable year.
City Manager Sutherland was present and answered questions from the committee.
Motion to adopt amendment no. 1 (ald Tierney) s and c
Alderwoman Tierney moved to approve Amendment 1: On page 6, line 22, strike
"0.73.80.". Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 2- Alderwoman Finlayson and Alderwoman Tierney
Absent: 2- Alderman Arnett and Alderman Paone
6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
1:52 p.m.
