Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Minutes April 27, 2020 1. Call To Order Chairman Arnett called the meeting to order at 10:00 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC04.23.20 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. Legislation before Committee O-16-20 Annual Budget and Appropriation and Property Tax Levy - For the purpose of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2021, the Capital Budget for the fiscal year ending June 30, 2021, the Capital Improvement Program for the fiscal years ending June 30, 2022, June 30, 2023, June 30, 2024, June 30, 2025, and June 30, 2026; appropriating funds for all expenditures for the fiscal year beginning July 1, 2020, and ending June 30, 2021; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2020, and ending June 30,2021; and fixing the rate of the City property tax for the taxable year. Finance Director Dickinson was present and answered questions from the committee. Alderwoman Tierney was present and addressed the committee. Chairman Arnett would like input on Section 25 of O-16-20 from City Attorney Lyles. R-26-20 Fiscal Year 2021 Fees Schedule - For the purpose of specifying fees that will be charged for the use of City services for Fiscal Year 2021; and providing for a delayed effective date. Finance Director Dickinson, and City Manager Jarrell were present and answered questions from the committee. City Manager Jarrell suggests that the committee invites Public Works, Transportation/SP+, and Chief Code Enforcement Menessa City of Annapolis Page 1 Finance Committee Standing Committee Minutes April 27, 2020 (Planning and Zoning) back to the committee to discuss fees within Resolution. Alderwoman Finlayson would like a list of changes in the Fines schedule ONLY. R-27-20 Fiscal Year 2021 Fines Schedule - For the purpose of specifying fines that will be charged for Fiscal Year 2021; and providing for a delayed effective date. City Manager Jarrell was present and answered questions from the committee. The committee will revisit on Friday with the appropriate staff. Alderwoman Tierney was present and addressed the committee. ID-122-20 Committee Discussions/Deliberations No action taken ID-123-20 Report Discussions and Preparation No action taken 6. General Discussion The Committee reviewed the "Proposed Discussion Items" list provided by Chairman Arnett. Finance Director Dickinson, City Manager Jarrell, and Alderwoman Tierney were present and addressed the committee. Alderwoman Finlayson would like to add "F." OEMD Positions Conversion to the list under number 8 "Other Issues". Chairman Arnett would like to add an item "G." Enhancement Request. Alderwoman Finlayson would also like to add "H." Office of Community Caring Services. Update from the Finance Director No action taken 7.
