Roll Call Present: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone 3. Approval of Agenda (any changes to the agenda should be made here) Add Community Grants Resolution (R-39-20) 4. Business before Committee a. Approval of Minutes FC06.03.20A Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone FC06.03.20B Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Legislation before Committee CA-1-20 Deputy City Manager for Resilience and Sustainability - For the purpose of establishing the position of Deputy City Manager for Resilience and Sustainability; defining qualificationsDUTIES and responsibilities, providing for certain terms of employment and compensation, providing for a line of authority, updating the powers and duties of the City Manager, and generally related to the Deputy City Manager. City Manager Jarrell, City Attorney Lyles, Finance Director Dickinson Motion to determine no financial implication by the finance committee for CA-1-20, O-20-20. Alderwoman Finlayson moved to determine no financial implication by the finance committee for CA-1-20, O-20-20. . Seconded. A roll call vote was taken. The motion CARRIED by the following vote: City of Annapolis Page 1 Finance Committee Standing Committee Meeting July 1, 2020 Minutes Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone O-20-20 Deputy City Manager for Resilience and Sustainability - For the purpose of establishing the position of Deputy City Manager for Resilience and Sustainability; providing for certain terms of employment and compensation; clarifying duties and responsibilities; transferring certain environmental programs and activities, and generally related to establishing the Deputy City Manager for Resilience and Sustainability position. O-23-20 Payment for City Services -- For the purpose of establishing a fine for dishonored checks and other written instruments; establishing a convenience fee related to accepting payment over the phone or online; and establishing a penalty for late payment of sewer service bills. Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone ID-196-20 R-39-20 Finance Director Dickinson was present and answered questions from the committee.
