Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting November 18, 2020 Minutes 1. Call To Order Chairman Arnett called the meeting to order at 10:31 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended to add FT-4-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC11.04.20 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve the Regular Meeting minutes. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson b. Supplemental Appropriations SA-22-21 Maryland Department of Natural Resources Revenue: State Operating Grant Revenue - 2021 Waterway Improvement Funds ($87,000.00) Expenditure: Capital Expense - 2021 Waterway Improvement Project ($87,000.00) Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably SA-22-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson e. Budget Revision Requests Motion Alderwoman Finlayson moved to approve motion to have all information to the committee 4 days prior to the meeting. Seconded. The motion carried by the following vote: City of Annapolis Page 1 Finance Committee Standing Committee Meeting November 18, 2020 Minutes Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson FT-4-21 General Fund Mayor, Fire, Police Transfer From: Fire Salaries and Benefits ($37,500.00); Police Salaries and Benefits ($37,500.00) Transfer To: Mayor Supplies and Other ($28,300.00); Mayor Contractual Services ($46,700.00) Finance Director Dickinson, City Manager Jarrell, Assistant City Attorney Berger, Mayor's Chief of Staff Smith, and African American Liaison Ajayi were present and answered questions from the committee. Alderwoman Finlayson moved to postpone FT-4-21 until the next Finance Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 5. General Discussion Update from the Finance Director Finance Director Dickinson was present and provided the committee with a brief update on Open Gov and answered questions from the committee. Chairman Arnett would like a presentation from the Finance Budget Analyst Connolly on Open Gov at the next Finance Committee meeting. 6.
