Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 3, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:30 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. The motion carried by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaeous Approval of Minutes FC02.17.21 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Supplemental Appropriations SA-25-21 Grant Fund - Bureau of the Treasury through Anne Arundel County Mayor Revenue: Federal Operating Grant Revenue - Federal Cares Act - County ($100,000.00) Expenditure: Federal Operating Grant Expense - Federal Cares Act - County ($100,000.00) Finance Director Dickinson, and City Manager Jarrell were present and answered questions from the Committee. Alderman Gay, and Alderwoman Tierney were present and addressed the Committee. Alderman Paone moved to recommend favorably SA-25-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-26-21 Grant Fund - U.S. Department of Justice Annapolis Police Department Revenue: Federal Operating Grant Revenue - Byrne Justice Assistance Grant ($1,170.00) Expenditure: Federal Operating Grant Expense - Byrne Justice Assistance Grant ($1,170.00) City of Annapolis Page 1 Finance Committee Standing Committee Meeting March 3, 2021 Minutes Finance Director Dickinson was present and answered questions from the Committee. Alderman Paone moved to recommend favorably SA-26-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-27-21 Grant Fund - Maryland Department of Natural Resources City Manager Revenue: State Operating Grant Revenue - Campaign to Reduce Plastic Pollution in Annapolis, MD ($15,000.00) Expenditure: State Operating Grant Expense - Campaign to Reduce Plastic Pollution in Annapolis, MD ($15,000.00) Finance Director Dickinson, Deputy City Manager Guild were present and answered questions from the Committee. Alderman Gay was present and addressed the Committee. Alderwoman Finlayson moved to recommend favorably SA-27-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Paone and Alderwoman Finlayson Absent: 1- Alderman Arnett SA-28-21 Grant Fund - State of Maryland Governor’s Office of Crime, Youth and Vitim Services Police Revenue: State Operating Grant Revenue - Annapolis First Amendment Protest ($20,000.00) Expenditure: State Operating Grant Expense - Annapolis First Amendment Protest ($20,000.00) Finance Director Dickinson was present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably SA-28-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Paone and Alderwoman Finlayson Absent: 1- Alderman Arnett 2. Committee Discussions ID-11-21 Liquor License Fees Finance Director Dickinson, City Manager Jarrell, and Assistant City Attorney City of Annapolis Page 2 Finance Committee Standing Committee Meeting March 3, 2021 Minutes Berger were present and answered questions from the Committee. Alderman Gay, and Alderwoman Tierney were present and addressed the Committee. 3. General Discussion Update from the Finance Director, Jodee Dickinson Finance Director Dickinson provided the Committee with an update on the upcoming budget, and updated cost projections.
