Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting July 7, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:35 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC06.16.21 Approval of Minutes for the Regular Meeting Attachments: FC06.16.21 Alderwoman Finlayson moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Paone and Alderwoman Finlayson Abstain: 1- Alderman Arnett Presentations ID-146-21 State Compliance with Law Enforcement Reforms Discussion: Review State Legislation Compliance Attachments: Finance Commitee PP Police Administrative Manager McCoy, Assistant City Attorney Berger, and Finance Director Dickinson, were present and answered questions from the Committee. The Committee would like a Work Session held for this discussion. 2. Legislation before Committee CA-1-21 Office of Community Services - Established - For the purpose of establishing the Office of Community Services; updating the powers and duties of the City Manager, and generally relating to the Office of Community Services. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone O-24-21 Sewer Service Agreement - Lidl US Operations, LLC - For the purpose of authorizing a sewer service agreement providing for the extension of City sewer service to certain parcels on Bay Ridge Road located in Anne Arundel County; and generally relating to providing said sewer service outside the City limits. Attachments: O-24-21 First Reader O-24-21 Exhibit A O-24-21 Staff Report O-24-21 Fiscal Impact Note O-24-21 SIGNED City Manager Jarrell, and Assistant City Attorney Leonard, were present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably O-24-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-20-21 Water Service Agreement - Lidl US Operations, LLC - For the purpose of authorizing a water service agreement providing for the extension of City water service to certain parcels on the Bay Ridge Road located in Anne Arundel County; and generally relating to providing said water service outside the City limits.
