Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting July 21, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:33 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC07.07.21 Approval of Minutes for the Regular Meeting Attachments: FC07.07.21 Alderwoman Finlayson moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Supplemental Appropriations SA-1-22 Grant - Numerous - Federal Coronavirus Aid Relief, and Economic Security Act (CARES Act) Revenue: County Operating Grant Revenue ($535,000.00) Expenditure: County Operating Grant Expenses ($535,000.00) Attachments: SA-1-22 COVID CARES ACT Finance Director Dickinson, City Manager Jarrell, and Assistant City Manager Farrow, were present and answered questions from the Committee. Alderman Paone moved to recommend favorably SA-1-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson SA-2-22 General - Recreation and Parks - Donation Revenue: General Gifts and Donations ($1,163.00) Expenditure: Recreation and Parks - Parks - Contractual Services ($1,163.00) Attachments: SA2-22 R&P Memorial Bench City of Annapolis Page 2 Finance Committee Standing Committee Meeting July 21, 2021 Minutes Finance Director Dickinson, and City Manager Jarrell were present and answered questions from the Committee. Alderwoman Finlayson would like some standards developed for Memorial benches. Alderman Paone moved to recommend favorably SA-2-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Fund Transfers FT-1-22 General Fund - Contingency Account Transfer From: Contingency - Contingency Fund ($13,500.00) Transfer To: R & P Pool - Contractual Services ($13,500.00) Attachments: FT-1-22 R&P Pool Security Guard City Manager Jarrell, and Finance Director Dickinson Alderwoman would like it notated that in next year's budget that security should be included for the pool. Alderwoman Finlayson moved to recommend favorably FT-1-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone 2. General Discussion Update from the Finance Director, Jodee Dickinson Finance Director Dickinson was present and provided the Committee with an updated.
