Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 16, 2022 Minutes Call To Order Chairwoman Tierney called the meeting to order at 10:32 a.m. Roll Call Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC03.02.22 Approval of Minutes for the Regular Meeting Attachments: FC03.02.22 Alderwoman O'Neill moved to approve the Minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Fund Transfers FT-5-22 General & Fleet - Elections, Fleet, & Non-Allocated Transfer From: Fleet Salaries and benefits ($120,000.00) Transfer To: Fleet Supplies and Other ($120,000.00) Transfer From: Elections Supplies and Other ($60,000.00) Transfer To: Non-Allocated Interfund Transfers ($60,000.00) Attachments: FT-5-22 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably FT-5-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Supplemental Appropriations SA-15-22 General Fund - Recreation and Parks - Stanton Center - Donation from David Nagy in Remembrance of Mrs. Cary Dion City of Annapolis Page 2 Finance Committee Standing Committee Meeting March 16, 2022 Minutes Revenue: General Donations ($1,000.00) Expenditure: Contractual Services ($1,000.00) Attachments: SA-15-22 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably SA-15-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson SA-19-22 Fleet - Operations Revenue: Other Revenues ($60,000.00) Expenditure: Supplies and Other ($60,000.00) Attachments: SA19-22 Alderwoman Finlayson moved to recommend favorably SA-19-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 2. General Discussion Update from the Finance Director, Jodee Dickinson Finance Director Dickinson, and City Attorney Lyles were present and answered questions from the committee. Alderman Arnett was present and addressed the committee. Finance Director Dickinson provided the committee with updates on the following: General Fund Budget, Union Negotiations, Annual Comprehension Financial Report, Public Private Partnership Concession Agreement with Annapolis Mobility and Resilience Partner for Hillman Garage and City Dock (P3 Deal), and employment vacancies.
