Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 3, 2022 Minutes Call To Order Chairwoman Tierney called the meeting to order at 10:06 a.m. Roll Call Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Presentation on Grants as it relates to Opioids Alderwoman Finlayson moved to adopt the Special Meeting Agenda as amended to add a presentation on the Opioid Intervention Team (O.I.T.). Seconded. The motion carried by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 1. Alderwoman Pindell Charles were present and addressed the committee. Alderwoman Finlayson requested a copy of the RFP. Alderwoman Tierney requested a "white paper, bullet points description of the programs. 2. Legislation City of Annapolis Page 2 Finance Committee Standing Committee Meeting May 3, 2022 Minutes Ordinances O-15-22 Annual Budget and Appropriation and Property Tax Levy - For the purpose of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2023, the Capital Budget for the fiscal year ending June 30, 2023, the Capital Improvement Program for the fiscal years ending June 30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June 30, 2028; appropriating funds for all expenditures for the fiscal year beginning July 1, 2022, and ending June 30, 2023; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2022, and ending June 30, 2023; and fixing the rate of the City property tax for the taxable year. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Alderwoman O'Neill moved to Recommend Favorably-Amendment 2: Add a line item in Code Section 15.10.020 to create a Non-resident fee for Tucker Street in the amount of $50.00. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Alderwoman Finlayson moved to Recommend Favorably Buckley Amendments 1 and 2. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Finance Budget Analyst Connolly, Finance Director Dickinson, City Manager Jarrell, Public Works Director Johnson, Harbormaster Bellis, Recreation and Parks Director Trader, Recreation Division Chief Simmons, and Police Acting Captain Lt. Miguez were present and answered questions from the committee. Alderwoman Pindell Charles was present and addressed the committee. Alderwoman Finlayson moved to recommend with amendments R-23-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson R-24-22 Fiscal Year 2023 Fines Schedule - For the purpose of specifying fines that will be charged for Fiscal Year 2023; and providing an effective date. Seconded. A roll call vote was taken.
