Chairwoman Tierney called the meeting to order at 10:06 a.m.

Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Approval of Agenda (any changes to the agenda should be made here)
Presentation on Grants as it relates to Opioids
Alderwoman Finlayson moved to adopt the Special Meeting Agenda as amended
to add a presentation on the Opioid Intervention Team (O.I.T.). Seconded. The
motion carried by the following vote:

Alderwoman Pindell Charles were present and addressed the committee.
Alderwoman Finlayson requested a copy of the RFP. Alderwoman Tierney
requested a "white paper, bullet points description of the programs.

O-15-22 Annual Budget and Appropriation and Property Tax Levy - For the purpose
of adopting the City Budget, comprising the Annual Operating Budget for the
fiscal year ending June 30, 2023, the Capital Budget for the fiscal year ending
June 30, 2023, the Capital Improvement Program for the fiscal years ending June
30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June 30, 2028;
appropriating funds for all expenditures for the fiscal year beginning July 1, 2022,
and ending June 30, 2023; levying and imposing a property tax for the use of the
City of Annapolis for the taxable year beginning July 1, 2022, and ending June 30,
2023; and fixing the rate of the City property tax for the taxable year.

Alderwoman Finlayson moved to Recommend Favorably-Amendment 1:
Code Section 15.10.020, Page 9, strike Weekly and insert Monthly. Seconded.
A roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Alderwoman O'Neill moved to Recommend Favorably-Amendment 2:
Add a line item in Code Section 15.10.020 to create a Non-resident fee for
Tucker Street in the amount of $50.00. Seconded. A roll call vote was taken.

Page 26, change name from Latchkey Program to Pre-k to Grade 5 Child
Care Program. Seconded. A roll call vote was taken. The motion CARRIED
by the following vote:

Alderwoman Finlayson moved to Recommend Favorably Buckley
Amendments 1 and 2. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:

Finance Budget Analyst Connolly, Finance Director Dickinson, City Manager
Jarrell, Public Works Director Johnson, Harbormaster Bellis, Recreation and
Parks Director Trader, Recreation Division Chief Simmons, and Police Acting
Captain Lt. Miguez were present and answered questions from the committee.

Code Section 15.06, under Fine for Repeat or Continuous Vilotations strike
200 and insert fee not to exceed 500. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:

City Manager Jarrell, Harbormaster Bellis ,and Public Works Director Johnson
were present and answered questions from the committee.
