Call To Order
Chairwoman Tierney called the meeting to order at 10:11 a.m.
Roll Call
Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Special Meeting Agenda as amended
to add O-15-22. Seconded. The motion carried by the following vote:
Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson

Alderwoman O'Neill moved to approve the Minutes for the Special Meeting.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:

ID-111-22 Finance Committee FY 2023 Amendments and Recommendations
Alderwoman Finlayson moved to approve changing the scheduled City Council
Meeting date from Monday, June 13, 2022 to Friday, June 10, 2022 with a start
time of 10:00 a.m. Seconded. A roll call vote was taken. The motion CARRIED by
the following vote:
Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Alderwoman Finlayson moved to Recommend Favorably-Amendment 1:
Add an additional $63,000 to create a Full time Legal position in the FY 2023
budget for the Office of Law. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Alderwoman Finlayson moved to Recommend Favorably-Amendment 2:
Include an additional $100,000 for the Pilot Anti-Crime program with Alderwoman
Pindell Charles and Director Trader. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:

Alderwoman Finlayson moved to Recommend Favorably-Amendment 3:
Increase funding for South Forest Drive Business Association from $1000 to $2000.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:
Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson
Alderwoman Finlayson moved Amendment 4:
Increase funding for the Community Action Agency from $27,500 to $32,000.
Seconded. A roll call vote was taken. The motion DEFEATED by the following
vote:
Aye: 1- Alderwoman Finlayson
Nay: 2- Alderwoman Tierney and Alderwoman O'Neill
City Manager Jarrell, Finance Budget Analyst Connolly, Public Information Officer
Stephenson, and City Attorney Lyles were present and answered questions from the
committee.
Alderwoman Pindell Charles was present and addressed the committee.
Meeting went into Recess at 1:30 p.m.
Meeting Reconvened at 1:58 p.m.
O-15-22 Annual Budget and Appropriation and Property Tax Levy - For the purpose of
adopting the City Budget, comprising the Annual Operating Budget for the fiscal year
ending June 30, 2023, the Capital Budget for the fiscal year ending June 30, 2023,
the Capital Improvement Program for the fiscal years ending June 30, 2024, June 30,
2025, June 30, 2026, June 30, 2027, and June 30, 2028; appropriating funds for all
expenditures for the fiscal year beginning July 1, 2022, and ending June 30, 2023;
levying and imposing a property tax for the use of the City of Annapolis for the
taxable year beginning July 1, 2022, and ending June 30, 2023; and fixing the rate of
the City property tax for the taxable year.

Alderwoman O'Neill moved to reconsider Amendment 1. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

Alderwoman Tierney moved Amendment 2:
