Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 18, 2022 Minutes Call To Order Chairwoman Tierney called the meeting to order at 10:33 a.m. Roll Call Present: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as amended to add FT-11-22. SA-25-22. and SA-26-22. Seconded. The motion carried by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC05.05.22 Approval of Minutes for the Special Meeting Attachments: FC05.05.22 Alderwoman O'Neill moved to approve the Minutes for the Special Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Fund Transfers FT-11-22 Planning and Zoning - General Fund - Contingency Account Transfer From: Contingency - Contingency Fund ($20,000.00) Transfer To: Planning and Zoning - Supplies and Other ($20,000.00) Attachments: FT-11-22 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably FT-11-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman O'Neill and Alderwoman Finlayson Nay: 1- Alderwoman Tierney Supplemental Appropriations SA-25-22 Mayor - Grant Revenue: County Grant Revenue ($30,000.00) Expenditure: County Grant City of Annapolis Page 2 Finance Committee Standing Committee Meeting May 18, 2022 Minutes Expense ($30,000.00) Attachments: SA25-22 Finance Director Dickinson and Office of the Mayor's Chief of Staff Pettit were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably SA-25-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson SA-26-22 Parking - Parking Fund Revenue: Parking Revenue ($305,000.00) Expenditure: Contractual Services ($305,000.00) Attachments: SA-26-22 Finance Director Dickinson was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably SA-26-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 2. Legislation Resolutions R-31-22 Position Classifications and Pay Plan - For the purpose of approving the Fiscal Year 2023 position classifications and pay plan; and specifying an effective date. Alderwoman Finlayson moved to recommend favorably R-31-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson 3. General Discussion City of Annapolis Page 3 Finance Committee Standing Committee Meeting May 18, 2022 Minutes Update from the Finance Director, Jodee Dickinson Finance Director Dickinson, Finance Budget Analyst Connolly, and City Attorney Lyles were present and answered questions from the committee. Finance Director Dickinson provided the committee with updates on the following: Budget process, amendments proposed by the Council, Concession Agreement finalization, reconciliation for year end, Procurement Officer interviews, and the RFP for Audit services. Alderwoman Finlayson moved to receive the report provided by the Financial Advisory Commission on May 17, 2022 . The motion carried by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 11:56 a.m. Teekia Green City Council Associate City of Annapolis Page 4
