Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 1, 2023 Minutes - Final Call To Order Alderwoman Tierney called the meeting to order at 10:35am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 2.15.23 Regular Meeting Minutes Attachments: FC 2.15.23 Alderwoman Finlayson moved to approve FC 2.15.23. Seconded. CARRIED on voice vote. Legislation O-2-23 Budget Target Dates and Financial Impact of Labor Negotiations - For the purpose of clarifying the timeline for negotiations between the City and employee groups; requiring the Finance Committee to be briefed; technical corrections to the City Budget section of the code; and generally related to the annual city budget schedule requirements. Sponsors: Alderwoman Tierney, Savidge and Alderwoman O'Neill Attachments: O-2-23 - FIRST READER O-2-23 Fiscal Impact Note O-2-23 Staff Report Assistant City Attorney Berger and Human Resource Manager Hopkins were present and answered questions from the committee. Alderwoman Finlayson moved to recommend O-2-23 favorably. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Finance Committee Standing Committee Meeting March 1, 2023 Minutes - Final R-4-23 Skipjack Wilma Lee - Docking Fee Waiver - For the purpose of waiving the fees for docking the Chesapeake Bay skipjack, Wilma Lee, at the Annapolis City Dock March 31-April 2, 2023, in celebration of “Maryland Day.” Sponsors: Alderman Arnett Attachments: R-4-23 First Reader R-4-23 Fiscal Impact Note R-4-23 Signed Alderwoman Finlayson moved to recommend R-4-23 favorably. Seconded. CARRIED on voice vote. R-11-23 City-supported Special Events in Fiscal Year 2024 - For the purpose of identifying City-supported events in Fiscal Year 2024, where the City becomes a co-sponsor and waives certain related City fees for those events. Sponsors: Alderwoman Tierney Attachments: R-11-23 First Reader R-11-23 Amendment 1 (substitute) - Tierney R-11-23 Staff Report R-11-23 Fiscal Impact Note Assistant City Attorney Berger, Legislation & Policy Analyst Rueter and Finance Department Director Dickinson were present to answer questions from the committee. Alderwoman Finlayson moved to postpone R-11-23 until March 23rd, 2023. Seconded. CARRIED on voice vote. General Discussion ID-25-23 Finance Department Update Finance Department Director Dickinson was present to answer questions from the committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:25am.
