Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting March 23, 2023 Minutes - Final Call To Order Alderwoman Tierney called the meeting to order at 10:31 am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to approve the Special Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 3.1.23 Regular Meeting Minutes Attachments: FC 3.1.23 Alderwoman O'Neill moved to approve FC 3.1.23. Seconded. CARRIED on voice vote. Legislation CA-1-23 Finances - Third Party Indebtedness and Bonds - For the purpose of allowing the City of Annapolis to issue Third Party bonds; and generally related to City bond authority. Sponsors: Mayor Buckley Attachments: CA-1-23 First Reader CA-1-23 Amendment 1 - Arnett CA-1-23 Staff Report CA-1-23 Fiscal Impact Note CA-1-23 Public Hearing Advertisement CA-1-23 Public Hearing Advertisement Affidavit CA-1-23 Signed Finance Director Dickinson was present to answer questions for the committee. Alderwoman O'Neill moved to recommend CA-1-23 favorably. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Finance Committee Standing Committee Meeting March 23, 2023 Minutes - Final R-11-23 City-supported Special Events in Fiscal Year 2024 - For the purpose of identifying City-supported events in Fiscal Year 2024, where the City becomes a co-sponsor and waives certain related City fees for those events. Sponsors: Alderwoman Tierney Attachments: R-11-23 First Reader R-11-23 Amendment 1 (substitute) - Tierney R-11-23 Staff Report R-11-23 Fiscal Impact Note Finance Director Dickinson, Legislative & Policy Analyst Reuter and Assistant City Attorney Berger were present to answered questions from the committee. Alderwoman O'Neill moved to recommend R-11-23 favorably. Seconded. CARRIED on voice vote. R-13-23 Third-Party Bond Fees - For the purpose of setting the City of Annapolis fees regarding bonds issued by the City on behalf of a third party by the adoption of CA-1-23; and generally related to bond issuance. Sponsors: Mayor Buckley Attachments: R-13-23 First Reader R-13-23 Fiscal Impact Note R-13-23 Signed Finance Director Dickinson was present to answer questions from the committee. Alderwoman Finlayson moved to recommend R-13-23 favorably. Seconded. CARRIED on voice vote. R-15-23 Fees Schedule, Updated for Milestone Inspections in Ordinance 55-22 - For the purpose of setting Milestone Inspection fees as adopted in O-55-22, Title 17 § 08.080(D). Alderwoman Finlayson moved to recommend R-19-23 favorably. Seconded. CARRIED on voice vote. General Discussion ID-25-23 Finance Department Update Finance Director Dickinson was present and answered questions from the committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:16am.
