Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 5, 2023 Minutes - Final Call To Order Alderwoman Tierney called the meeting to order at 10:38 am. Roll Call Present: 2- Alderwoman Tierney and Alderwoman O'Neill Absent: 1- Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to adopt the agenda as amended postponing R-15-23 Because it is still in committee. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 3.23.23 Special Meeting Minutes Attachments: FC 3.23.23 Alderwoman O'Neill moved to approve FC 3.23.23. Seconded. CARRIED on voice vote. Fund Transfers FT-4-23 General - Planning & Zoning - This budget revision transfers $60,000 of appropriations from salaries and benefits to contractual services within the Department of Planning and Zoning. These funds will allow Planning and Zoning to increase the scope of work for economic analysis. The Department has savings due to vacancies. Attachments: FT-4-23 City Council Budget Revision (PDF) Finance Director Dickinson was present and answered questions from the committee. Alderwoman O'Neill moved to recommend FT-4-23 favorably. Seconded. CARRIED on voice vote. Supplemental Appropriations City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 5, 2023 Minutes - Final SA-26-23 Reserve for One-Time Uses (General Fund) - Contractual Services - This supplemental allocation appropriates $338,000 from the Reserve for One-Time Uses to the Human Resources Division. This will allow Human Resources to contract with a company to perform a Classification and Compensation plan review. Attachments: SA-26-23 Supplemental Appropriation from Surplus Funds Form (PDF) HR Manager Hopkins and Finance Director Dickinson were present and answered questions from the committee. Alderwoman O'Neill moved to recommend SA-26-23 favorably. Seconded. CARRIED on voice vote. Legislation R-15-23 Fees Schedule, Updated for Milestone Inspections in Ordinance 55-22 - For the purpose of setting Milestone Inspection fees as adopted in O-55-22, Title 17 § 08.080(D). Sponsors: Savidge Attachments: R-15-23 First Reader R-15-23 Fiscal Impact Note Alderwoman O'Neill moved to postpone R-15-23. Seconded. CARRIED on voice vote. General Discussion ID-50-23 Purposed Preliminary Budget Schedule FY24 Attachments: Finance Committee Preliminary Schedule FY2024 Finance Director Dickinson and HR Manager Hopkins were present to answer questions from the committee. ID-25-23 Finance Department Update Finance Director Dickinson was present and answered questions from the committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:42am.
