Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 17, 2023 Minutes - Final Call To Order Alderwoman Tierney called the Special Meeting to order at 9:31am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to approve the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 4.5.23 Regular Meeting Minutes Attachments: FC 4.5.23 Alderwoman Finlayson moved to approve FC 4.5.23 . Seconded. CARRIED on voice vote. General Discussion ID-55-23 Fire Department Budget Hearing Attachments: FY 2024 Fire Budget Presentation for Finance Committee Alderwoman Pindell Charles was present to ask questions regarding the department.. Chief Remaley, Administrative Office Associate Coughlin and Finance Director Dickinson were present to answer questions from the committee. Fire Chief Remaley expressed the need for a discussion with the fleet manager regarding a new fire boat. Meeting recessed at 10:30 am. ID-56-23 Parks and Recreation Budget Hearing Attachments: ARPD Budget Presentation FY24 Budget April 2023 Meeting Resumed at 10:45am. Alderman Gay, Parks & Recreation Director Johnson , Finance Director Dickinson, Budget Manager Connelly, City Manager Malllinoff, Recreation Division Chief Simmons and Parks & Facilities Division Chief Dillard were present to answer questions from the committee. Meeting recessed at 11:45 am. City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 17, 2023 Minutes - Final Alderwoman Finlayson stated her request for a basketball court should be reflected in the FY24 Budget. ID-57-23 Mayor’s Office Budget Hearing Attachments: CORRECT Mayor’s Office Budget 2024 Special Meeting resumed from recess at 12:21 pm. Chief of Staff Pettit, Budget Manager Connelly, City Manager Malinoff, Communication Officer Stephenson were present to answer questions from the committee. Budget Manager Connelly noted in the Fiscal Year 2024 Proposed Annual Operating & Capital Budget Support Binder, page 39, In section titled: FY2024 Special Projects Breakdown has an error and the page will be placed with a corrected page. Budget Manager Connelly provide the committee with the following double sided documents: 1. City of Annapolis Fines Schedule for FY2024, Effective July 1, 2023 - Fines Schedule FY2023 a.k.a R-22-23. 2. City of Annapolis Fees Schedule for FY2024, Effective July 1, 2023 - Fees Schedule FY2023 a.k.a R-21-23. Alderman Gay requested from Chief of Staff Pettit a breakdown of the FY24 Enhancements and information on the Community Engagement Administrator Position, Chief of Staff Pettit agreed to provide Alderman Gay with a response within 24 hours. Alderwoman Finlayson requested data on programs requested in the previous year. Chief of Staff requested that their be a work session scheduled on Special Projects, Programs such as No Harm and performance measurers. Legislation SA-25-23 General Fund - Office of Community Services (Special Projects) - This supplemental appropriation provides $10,000 of appropriations to the Office of Community Services using the Reserve for One-Time Uses. This will allow the City to pay for emergency housing and other critical needs for community members who do not qualify for County, State, or Federal benefits. Attachments: Supplemental Appropriation from Surplus Funds Form (PDF) This Supplemental Appropriation SA-25-23, there was no action taken.
