Call To Order
Alderwoman Tierney called the meeting to order at 9:36 am.
Roll Call
Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill
Approval of Agenda (any changes to the agenda should be made here)
City Manager Mallinoff and Finance Director Dickinson were present and
answered questions from the committee.
Alderwoman Finlayson moved to approve the agenda as amended to move
Supplemental Appropriation SA-25-23 and the Minutes FC.4.17.23 to the end of
the agenda. Seconded. CARRIED on voice vote.
General Discussion
ID-58-23 Emergency Management Office Budget Hearing

Management Deputy Director Mandell, Finance Director Dickinson, Budget
Manager Connolly, City Manager Malinoff were present to answer questions from
the committee.

Budget Manager Connolly stated in the Fiscal Year 2024 Proposed Annual
Operating & Capital Budget Support Binder page 80, titled: OEM FY24 Staffing
Summary will need to be updated and provided to the committee.

SA-25-23 General Fund - Office of Community Services (Special Projects) - This supplemental
appropriation provides $10,000 of appropriations to the Office of Community Services
using the Reserve for
One-Time Uses. This will allow the City to pay for emergency housing and other critical
needs for community members who do not qualify for County, State, or Federal
benefits.

Alderman Gay and Finance Director Dickinson were present to answer questions
from the committee.
Alderwoman O'Neill moved to recommend SA-25-23 favorably. Seconded.
CARRIED on voice vote.
