Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 24, 2023 Minutes - Final Call To Order Alderwoman Tierney called the Special Meeting to order at 9:38 am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Legislation O-55-22 Sediment Control Inspections Process, Fees, and Milestone Inspections - For the purpose of adding conditions for reinspection; creating milestone inspections; adjusting buildings and construction fees to pay for inspector positions; updating the format of these sections; and generally related to grading, erosion and sediment control inspections. Sponsors: Savidge Attachments: O-55-22 First Reader O-55-22 Amendment 1 - Savidge O-55-22 Updated Staff Report O-55-22 Updated Fiscal Impact Note O-55-22 Fiscal Impact Note O-55-22 Staff Report Alderwoman O'Neill moved to recommend O-55-22 favorably. Seconded. CARRIED on voice vote. R-15-23 Fees Schedule, Updated for Milestone Inspections in Ordinance 55-22 - For the purpose of setting Milestone Inspection fees as adopted in O-55-22, Title 17 § 08.080(D). General Discussion City of Annapolis Page 2 Finance Committee Standing Committee Meeting April 24, 2023 Minutes - Final ID-64-23 Community Grants Budget Hearing Attachments: fy24 community grants presentation Alderwoman Pindell Charles, Alderman Gay, Social Work Care Coordinator Lee, Community Services Specialist / Community Outreach Norris,Office of Community Services Manager Gutierrez, Budget Manager Connolly were present to answer questions from the committee. Meeting recessed 10:12 am due to the fire alarm going off. Meeting resumed at 10:14 am. Meeting recessed at 10:28 am. ID-65-23 Police Department Budget Hearing Attachments: FINAL.APD Budget Presentation Meeting resumed at 12:15pm. Alderwoman Pindell Charles, Alderman Gay, Chief Jackson, Acting Captain David Miguez, Community Outreach Captain Amy Miguez, Captain / Operations Division Howard,Captain Klinedinst, City Manager Malinoff and Finance Director Dickinson were present to answer questions from the committee. Alderman Gay requested the Police Budget presentation be added to the Human and Housing Welfare Regular Committee Meeting agenda on May 15th, 2023 at 6:30pm. Business and Miscellaneous Approval of Minutes FC 4.20.23 Special Meeting Minutes Attachments: FC 4.20.23 Alderwoman Finlayson moved to approve FC 4.20.23 . Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 1:55 pm.
