Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting November 8, 2023 Minutes - Final Call To Order Alderwoman Tierney called the Special Meeting to order at 3:02 pm. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Business and Miscellaneous Approval of Minutes FC 10.24.23 Special Meeting Minutes Attachments: FC 10.24.23 Alderwoman O'Neill moved to approve FC 10.24.23. Seconded. CARRIED on voice vote. Fund Transfers FT-4-24 General - Mayor’s Office -Contract Services/ Supplies and Other Attachments: FT-4-24 Department of Finance Director Dickinson was present to answer questions from the committee. Alderwoman Finlayson moved to recommend FT-4-24 favorably. Seconded. CARRIED on voice vote. Supplemental Appropriations SA-12-24 General - Law - Reserve for One-Time Uses - Contractual Services Attachments: SA-12-24 Department of Finance Director Dickinson and City Attorney Lyles were present to answer questions from the committee. Alderwoman O'Neill moved to postpone SA-12-24. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Finance Committee Standing Committee Meeting November 8, 2023 Minutes - Final O-25-23 Exception to Allow Public Kayak Rack Pilot Program - For the purpose of creating a City of Annapolis pilot program to allow a public kayak rack in a street-end city park located on the City's waterfront; changing Title 15 of the City Code to allow the pilot project; and generally dealing with the City's waterfront parks. Sponsors: Tierney Attachments: R-56-23 First Reader R-56-23 Staff Report R-56-23 Fiscal Impact Note The committee took no action on R-56-23. General Discussion ID-25-23 Finance Department Update Director of Finance Dickinson was present to answer questions from the committee The meeting went into Recess at 3:50 pm.
