Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting February 21, 2024 Minutes - Final Call To Order Alderman Tierney called the Regular Meeting to order at 10:35am. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Finlayson and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to approve the Regular Meeting Agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 2.7.24 Regular Meeting Minutes Attachments: FC 2.7.24 Alderwoman Finlayson moved to approve FC 2.7.24. Seconded. CARRIED on voice vote. Election of Chairman Pursuant to City Code Section 2.16.120 Alderwoman O'Neill moved to recommend Alderwoman Tierney to be the chair of the Finance Committee. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Finance Committee Standing Committee Meeting February 21, 2024 Minutes - Final R-6-24 Fees Schedule Updated for Ordinance 30-23 - For the purpose of raising the parking fees for residents living in Special Residential Parking Districts. Attachments: R-6-24 - First Reader R-6-24 Staff Report R-6-24 Fiscal Impact Note O-30-23 First Reader R-6-24 Amendment 1 - Tierney Finance Director Dickinson and Legislative & Policy Analyst were present to answer questions from the committee. Amendment #1 - On page 1 strike line 27 in its entirety and insert the following: Special Residential Parking Districts 1 & 2: Third vehicle $150.00/year Fourth vehicle & each additional vehicle $275.00/year/vehicle Special Residential Parking Districts 3,4,5: Third vehicle & each additional vehicle $75.00/year At an address with off-street parking: Third vehicle $200.00/year Fourth vehicle & each additional vehicle $350.00/year/vehicle Special Residential Parking Districts 3,4,5: Third vehicle & each additional vehicle $100.00/year/vehicle Alderwoman Finlayson moved to Recommend Amendment #1 Favorably as Amended. Seconded. CARRIED on voice vote. Alderwoman Finlayson moved to Recommend R-6-24 Favorably as Amended. Seconded. CARRIED on voice vote. R-9-24 City-supported Special Events in Fiscal Year 2025 - For the purpose of identifying annual City events and City-supported events in Fiscal Year 2025; and waiving certain fees for City-supported events. Attachments: R-9-24 First Reader R-9-24 Staff Report R-9-24 Fiscal Impact Note Assistant City Manager Buckland and Finance Director Dickinson were present to answer questions from the committee Alderwoman Finlayson moved to recommend R-9-24 favorably. Seconded. CARRIED on voice vote. General Discussion City of Annapolis Page 3 Finance Committee Standing Committee Meeting February 21, 2024 Minutes - Final ID-14-24 Finance Department Update Finance Director Dickinson was present to answer questions from the committee. Alderwoman Finlayson requested the Audit Committee have a joint meeting with Finance Committee. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:29am.
