Call To Order
Alderman Huntley called the Regular Meeting to order at 11:01 am.
Roll Call
Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley
Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to approve the Regular Meeting agenda.
Seconded. CARRIED on voice vote.

Alderwoman Finlayson moved to approve FC 10.2.24. Seconded. CARRIED on
voice vote.
Supplemental Appropriations
SA-10-25 General - City Manager - Reserve for One-Time Uses
Attachments: SA-10-25
City Attorney Lyles, Assistant City Manager Buckland, Finance Director Dickinson,
and Budget Manager Connolly were present to answer questions from the
committee.
Alderwoman Finlayson moved to recommend SA-10-25 favorably. Seconded.
CARRIED on voice vote.

O-11-24 Tenant Displacement Fund - For the purpose of establishing a fund for providing
assistance to tenants who are displaced when rental units are deemed unfit for human
habitation by the City; basing funding for tenants on specific criteria; and generally
related to emergency housing needs in the City of Annapolis.

Assistant City Manager Buckland was present to answer questions from the
committee.
Alderwoman Finlayson recommended Alderman Gay meet with Assistant City
Manager Buckland and Finance Director Dickinson to discuss the legislation
further.
Alderman Huntley moved to no action taken. Seconded. CARRIED on voice vote.
O-20-24 Elections - Surplus Funds and Reporting Deadlines - For the purpose of
updating candidate reporting deadline requirements and penalties for municipal
elections; moving fees from the City Code to the annual Fees Schedule; and generally
related to failure to file required campaign and election reports.

Finance Director Dickinson was present to answer questions from the committee.
Alderwoman O'Neill requested the City Manager's hire a Head Hunter to find a
replacement for the Finance Director's position.
Alderman Huntley requested Human Resource department provide an update on
the cost and process to replace the Finance Director at the November 6th, 2024
meeting.
Adjournment
Upon motion duly made, seconded and adopted, the Regular Meeting was
adjourned at 11:47 am.
