Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting December 18, 2024 Minutes - Final Call To Order Alderman Huntley called the Regular Meeting to order at 10:34 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Regular Meeting agenda as amended to add SA-23-25. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 12.11.24 Special Meeting Minutes Attachments: FC 12.11.24 Alderwoman Finlayson moved to postpone until the minutes are attached. Seconded. CARRIED on voice vote. Supplemental Appropriations SA-17-25 Forfeiture and Seizure Fund - Police Department - FY2024 Fund Balance Attachments: SA-17-25 Captain of Administrative Services Miguez and Police Administrative Manager Medley were present to answer questions from the committee. Alderwoman Finlayson moved to recommend SA-17-25 favorably. Seconded. CARRIED on voice vote. SA-23-25 General - City Manager - Reserve for One Time Uses Attachments: SA-23-25 Deputy City Manager: Resilience & Sustainability Guild and Environmental Programs Coordinator Laconich were present to answer questions from the committee. Alderwoman Finlayson moved to recommend SA-23-25 favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote. Aye: 2- Alderwoman Finlayson and Alderwoman O'Neill Nay: 1- Alderman Huntley City of Annapolis Page 2 Finance Committee Standing Committee Meeting December 18, 2024 Minutes - Final Legislation R-54-24 FY 2025 Changes in the Position Classifications and Pay Plan - For the purpose of updating the Fiscal Year 2025 annual position classifications and grades; and specifying an effective date. Sponsors: Buckley Attachments: R-54-24 First Reader R-54-24 Staff Report with table R-54-24 Fiscal Impact Note R-54-24 Amendment 1 - Savidge R-54-24 Amendment 2 - Huntley R-54-24 Amendment 3 - Savidge Deputy City Manager for Resilience and Sustainability Guild, Assistant City Manager Buckland, Human Resources Manager Hopkins, and Budget Manager Trudeau were present to answer questions from the committee. Amendment #1 - Alderwoman Finlayson moved to recommend unfavorably. Seconded. CARRIED on voice vote. Alderman Finlayson requested Alderman Savidge give the titles in the amendment to Assistant City Manager Buckland and Human Resources Manager Hopkins for submission. Finance Committee Amendment #2: On page.9, remove "legislative administrative assistant" keep "city council associate" Alderman Huntley moved to recommend favorably. Seconded. CARRIED on voice vote. Alderwoman Finlayson moved to recommend R-54-24 favorably. Seconded. CARRIED on voice vote. R-53-24 FY 2025 Changes to Executive Pay Ranges - For the purpose of updating the Fiscal Year 2025 annual position classifications and grades; and specifying an effective date. Sponsors: Buckley Attachments: R-53-24 First Reader R-53-24 Staff Report R-53-24 Fiscal Impact Note Alderman Huntley moved to postpone R-53-24 until January 8th, 2024. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 11:43 am.
