Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting January 8, 2025 Minutes - Final Call To Order Alderman Huntley called the Special Meeting to order at 11:04 am. Roll Call Present: 3- Alderwoman Finlayson, Alderwoman O'Neill and Alderman Huntley Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt as amended the Special Meeting agenda to add SA-25-25. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes FC 12.11.24 Special Meeting Minutes Attachments: FC 12.11.24 Alderwoman Finlayson moved to approve FC 12.11.24. Seconded. CARRIED on voice vote. FC 12.18.24 Regular Meeting Minutes Attachments: FC 12.18.24 Alderwoman Finlayson moved to approve FC 12.18.24. Seconded. CARRIED on voice vote. Supplemental Appropriations SA-25-25 Grant - Fire - Maryland Department of Health - State Grant Revenue Attachments: SA-25-25 Chief of Fire Remaley and Deputy Chief of Fire Lopez were present to answer questions from the committee. Alderwoman O'Neill moved to recommend SA-25-25 favorably. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Finance Committee Standing Committee Meeting January 8, 2025 Minutes - Final R-53-24 FY 2025 Changes to Executive Pay Ranges - For the purpose of updating the Fiscal Year 2025 annual position classifications and grades; and specifying an effective date. Sponsors: Buckley Attachments: R-53-24 First Reader R-53-24 Staffing Impact Report R-53-24 Staff Report revised R-53-24 Fiscal Impact Note Assistant City Manager Buckland and Human Resource Manager Hopkins were present to answer questions from the committee. Alderman Huntley requested the "Fiscal Impact Projection" "Amendment to break Directors into sub pay scales" and "input from the committee for pay on the Assistant Manager title" Alderwoman O'Neill requested Assistant City Manager Buckland & Human Resource Manager Hopkins present a five year plan for this pay scale to the Finance Committee. Alderwoman Finlayson moved to postpone R-53-24 until the next meeting January 22nd, 2025. Seconded. CARRIED on voice vote. R-57-24 Annual Meeting and Tourism Industry Reception Fee Wavier - For the purpose of identifying the Annual Meeting and Tourism Industry Reception that will be held on January 28, 2025, as a Special Event and waiving certain City of Annapolis fees for services related to that event. Sponsors: Buckley, Gay, Pindell Charles, Huntley and Finlayson Attachments: R-57-24 First Reader R-57-24 Staff Report R-57-24 Fiscal Impact Note R-57-24 Signed (color) R-57-24 Signed b&w) Assistant City Manager Buckland and Small and Minority Business Enterprise Liaison Stewart were present to answer questions from the committee. Alderwoman Finlayson requested to be added as a sponsor. Alderwoman Finlayson moved to recommend R-57-24 favorably. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 12:10 pm.
