Chambers, Jr. City Council Chambers Housing and Human Welfare Housing and Human Welfare Standing Committee Minutes February 19, 2019 1. Call To Order Chairwoman Henson called the meeting to order at 6:03 p.m. 2. Roll Call Present: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez 5. Legislation before Committee R-45-18 2018 Forest Drive/Eastport Sector Study - For the purpose of adopting the Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis Comprehensive Plan. Alderwoman Tierney moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez 3. Approval of Agenda (any changes to the agenda should be made here) Motion to postpone R-45-18 until the next meeting Alderwoman Tierney moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez 4. Business before Committee a. Approval of Minutes HHW01.15.1 Approval of Minutes for the Regular Meeting 9 Alderwoman Tierney moved to approve. Seconded. A roll call vote was taken. Appointments and reappointments to Committees City of Annapolis Page 1 Housing and Human Welfare Standing Committee Minutes February 19, 2019 AP-54-18 The Re-Appointment of Enid Collison-Lee to the Annapolis Education Commission Enid Collison-Lee was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-55-18 The Re-Appointment of Jessica Pachler to the Annapolis Education Commission Jessica Pachler was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-56-18 The Re-Appointment of Ida Mae Sims to the Human Relations Commission Public Engagement and Community Relations Specialist Rowel was present in place of Ida Mae Sims and answered questions from the committee. Alderwoman Finlayson was present and addressed the committee. Alderwoman Tierney moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-57-18 The Re-Appointment of Jacqueline Wells to the Board of the Housing Authority of the City of Annapolis Jacqueline Wells was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-60-18 The Re-Appointment of Janet Norman to the Annapolis Education City of Annapolis Page 2 Housing and Human Welfare Standing Committee Minutes February 19, 2019 Commission Public Engagement and Community Relations Specialist Rowel, Jessica Pachler, representing the Annapolis Education Commission, and Ennis Collison-Lee, representing the Annapolis Edcuation Commission, were present in place of Janet Norman. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-62-18 The Appointment of Lillie Odessa Ellis to the Annapolis Education Commission Lillie Odessa Ellis was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-63-18 The Appointment of Laura Graham Booth to the Annapolis Education Commission Laura Graham Booth was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez AP-65-18 The Appointment of Kenneth Starkes to the Annapolis Education Commission Kenneth Starkes was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez City of Annapolis Page 3 Housing and Human Welfare Standing Committee Minutes February 19, 2019 AP-66-18 The Appointment of Olga Cortez to the Annapolis Education Commission Public Engagement and Community Relations Specialist Rowel, Jessica Pachler, representing the Annapolis Education Commission, and Ennis Collison-Lee, representing the Annapolis Education Commission, were present in place of Olga Cortez. Alderwoman Finlayson was present and addressed the committee. Alderwoman Tierney moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Henson and Alderwoman Tierney Absent: 1- Alderman Rodriguez c. ID-382-18 Developmental Update: Planning and Zoning Department The Committee would like Planning and Zoning Director Gutwald to discuss the Trust Fund at the next Housing and Human Welfare Committee meeting in March. 6.
