Call To Order Chairwoman Henson called the meeting to order at 6:02 p.m. 2. Roll Call Present: 1- Alderwoman Tierney 3. Annual Election of Committee Chair Alderwoman Tierney moved to approve the re-election of Alderwoman Henson as the Chair of the Housing and Human Welfare Committee. Legislation before Committee R-45-18 2018 Forest Drive/Eastport Sector Study - For the purpose of adopting the City of Annapolis Page 1 Housing and Human Welfare Standing Committee Meeting March 19, 2019 Minutes Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis Comprehensive Plan. Amendment 1 Amend 2.2.4 to show more specific demographic information. p. 21 Amendment 2 Clarify the discussion of incentives by adding additional language and examples on p. 41. 3.2 Zoning and Approval Process The primary issues under this theme include addressing outdated zoning that reinforces the suburban character of the corridor. In order to encourage new development to meet specific policy goals, the City can incentivize certain types of projects through a variety of practices. Typical incentive programs include: · The use of public funds for tax breaks, building supporting infrastructure, or workforce development. This includes tax increment financing (TIF), a public financing method that is used as a subsidy for redevelopment where future property tax revenue increases are diverted for a specific amount of time. · Simplifying the approval process with priority permitting and fee waivers. This includes allowing administrative approval for a process that would otherwise require approval by the Board of Appeals or Planning Commission. · Allowing tolerances to bulk regulations as a trade‐off for a specific amenity. This includes allowing more density or floor area ratio (FAR) for a project compared to the underlying zoning. Amendment 3 On p. 53, Table Four: Community Character Designation Comparison, add text to indicate MPDUs are required in Urban Center, Urban Commercial, Urban Center Low, and Urban Village Center. Under “Intensity/Density Range” add text to each row that states: MPDUs required in this Community Character Designation. City of Annapolis Page 2 Housing and Human Welfare Standing Committee Meeting March 19, 2019 Minutes Amendment 4 Break out unemployment and employment data demographically On p. 28, add new text to the end of Section 2.2.5: There is variability in the City among different race and ethnicity groups in terms of unemployment and employments rates, as shown in the figures below.
