1. Call To Order
Chairman Rodriguez called the meeting to order at 2:53 p.m.
2. Roll Call
Present: 2- Alderwoman Tierney and Alderman Rodriguez
3. Chair Nomination
Alderwoman Tierney moved to approve the nomination of Alderman Rodriguez
as the Chair of the Housing and Human Welfare Committee. Seconded. A roll
call vote was taken. The motion carried by the following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson
4. Approval of Agenda (any changes to the agenda should be made here)
Add Olga Cortez to the agenda as an appointment to the Education Commission
Alderwoman Tierney moved to adopt the Regular Meeting Agenda as amended.
Seconded. A roll call vote was taken. The motion carried by the following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson

AP-66-18 The Appointment of Olga Cortez to the Annapolis Education Commission
Alderwoman Tierney moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson
6. Legislation before Committee
O-44-18 Moderately Priced Dwelling Units - Density Bonus - For the purpose of
establishing review criteria for the granting of any density bonus tolerance; clarifying
planned development requirements for buildings over forty-five feet.
Motion to revise amendment 1 of Planning Commission findings to delete "he/she" and

add "THE DIRECTOR" (ald. Tierney) s and c
Rec Fav as amended (Ald. Tierney) s and c
O-1-19 Fair Housing - Protected Classes - For the purpose of adding protected
classes to the Annapolis Fair Housing laws and including additional unlawful housing
practices; and generally relating to Fair Housing.
Motion to amend amendment no. 3 to substitute the word Independent with
Individual.
Alderwoman Tierney moved to approve the amendment to amendment #3
substituting the word Independent with Individual . Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson
Alderwoman Tierney moved adopt "Amendment No. 1 Rodriguez" amendments
as amended. Seconded. A roll call vote was taken. The motion CARRIED by the
following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson
Alderwoman Tierney moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental
Policy Advisor to provide certain advice relating to environmental policies and
initiatives in lieu of the Office of Environmental Policy; creating the position of
Environmental Policy Advisor in the exempt service; establishing the duties and
responsibilities of the position; creating the position of Director of Emergency
Management in the exempt service; establishing certain exempt service pay grades;
and reassigning responsibility for floodplain management to the Department of
Planning and Zoning.
Alderwoman Tierney moved to approve the following amendment: Amend the
legislation to remove any language pertaining to the Environmental Policy

Reorganization, and the same for CA-2-19 until a later date. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Tierney and Alderman Rodriguez
Absent: 1- Henson
Alderwoman Tierney moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

7. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
