Call To Order The Chair called the Meeting to order at 5:12 p.m. Alderman Paone arrived at 6:15 Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles a. Approval of Minutes PS040914 Attachments: April 9, 2014 City of Annapolis Evacuation Plan Evacuation Route Map Alderwoman Pindell Charles moved to approve the minutes of April 9, 2014. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Finlayson and Alderwoman Pindell Charles Absent: 1- Alderman Paone Heroin update Chief Pristoop discussed the Heroin problem in the City of Annapolis. The Chief discussed the use of Narcan stating that the Fire department is currently using it and the Police department is currently training to use it for cases where they respond before fire to a scene. communications position and Ofc. vacancy and Heroin update Chief Pristoop discussed vacant positions in his department. 2. Legislation before Committee O-13-14 Repeal of Police Residency Requirement - For the purpose of repealing the requirement that sworn employees of the Police Department reside within a thirty-mile road radius from the City line. The Chief stated that 41 employees of the Police Department live in or very close to the City of Annapolis. Essential Functions of Emergency Management Chief Stokes and Deputy Chief Simmons addressed the committee along with Senior Planner Mandell, Office Associate Shultz and Exercise Training and Outreach Coordinator Miller. Ms. Shultz discussed the departments grant program. (attached) Mr. Mandell discussed the Goals and Objectives of the department. Mr. Mandell discussed EPARM Planning Initiatives. (attached) Ms. Miller discussed EPARM Exercise & Training Initiatives. Ms. Miller discussed the compliance issues the department must address. Ms. Miller discussed community Outreach Initiatives. (attached). Chief Stokes discussed the Emergency Management Department and the importance of coordinating departments and resources. Alderwoman Pindell Charles moved to support the retention the position of Deputy Emergency Manager. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Finlayson and Alderwoman Pindell Charles Abstain: 1- Alderman Paone communications position and Ofc. vacancy and Heroin update Chief Pristoop discussed vacant positionsin the FY2015 budget in his department. Alderman Paone moved to recommend favorably to fill the Communications Dispatcher and one Police Officer position in the FY 2014 budget.. Seconded. CARRIED on voice vote.
