1. Call To Order
The Chair called the Meeting to order at 5:05 p.m.
Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles
2. Legislation before Committee
O-26-14 Special Residential Parking District 2: Shipwright Street - For the purpose
of removing the area on Shipwright Street zoned WME and the area adjacent to
the WME zone on the southwest side of Shipwright Street from Special
Residential Parking District No. 2; and providing that a resident who occupies a
dwelling unit in a building located in the WME zone on Shipwright Street shall be
eligible for a parking permit in Special Residential Parking District No. 2.

Alderman Paone moved to recommend with Budge amendments . Seconded.
CARRIED on voice vote.

3. Business before Committee
ID-294-14 Public Safety Recognition
Alderwoman Finlayson asked that this be placed on the agenda so that a recognition
program can be established to recognize the employees specifically public safety .
Deputy Chief Simmons would like to identify those employees who have shown great
leadership .
Chief Stokes agreed with Mr. Simmons and added that this award should be quarterly.
Mr. Pristoop noted that the Police Department has an Officer of the Month recognition
program. He briefly detailed the program.

AP-14-14 Reappointment of Al Kirchner to the Public Safety Disability Retirement Board

Mr. Kirchner expressed an interest in being reappointed to the Public Safety Disability
Retirement Board.
Alderman Paone moved to recommend favorably. Seconded. CARRIED on
voice vote.

4. General Discussion
ID-277-14 Updates from the Annapolis Police Department
Chief Pristoop noted that there were 32 overdose calls to include one fatality. There has
been 5 overdose calls in September and 2 in August with April being the worse month for
overdose calls.
Chief Stokes added that there 13 overdose calls from June through September.
The Committee asked for the locations of the overdose and the frequency.
Chief Pristoop briefly discussed the changes in the penalty for possessing marijuana. He
reported that the crimes in the City of Annapolis is at 6% and trends appear to be going
down.

ID-278-14 Updates from the Office of Emergency Management
Deputy Chief Simmons updated that September is National Preparedness Month at
several locations such as AAMC and Lowes in Severn. Also engaging the 5th graders in
Annapolis in a poster contest on preparedness. The event is scheduled for October 14,
2014. There will be guided Emergency Operation Center tours. Still in search for filling
the Deputy Director position. October 30th is the City prepared exercise
"Snowmagaddeon."

Alderman Paone moved to adopt as amended. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:

ID-279-14 Updates from the Annapolis Fire Department
Chief Stokes discussed the sacrifice of Firefighter John Schwallenburg The week of
October 5 is National Fire Week and the theme is check your smoke detectors.
5. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
6:05 PM.
