160 Duke Of Gloucester City of Annapolis Street Annapolis, MD 21401 Standing Committee Minutes Public Safety Committee Monday, October 20, 2014 5:00 PM Mayor John T. Chambers, Jr. City Council Chambers 1. Call To Order The Chair called the Meeting to order at 5:17 p.m. Rollcall Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. General Discussion Updates From OEM Alderwoman Finlayson asked for an update on how the City will address the Ebola concerns. Deputy Chief Simmons discussed the efforts being made for planned response in the event of an Ebola outbreak in the Anne Arundel County to include the City of Annapolis. The agencies are reviewing the response plan. They are developing a list of care facilities, partnering with BWI and the Anne Arundel Medical Center, and inventorying personal protective equipment. Once complete there will be a joint press conference. Emergency Management will liaison with the State, Local and Federal government on handling Ebola patients. In response to a question regarding protective equipment, Deputy Chief Simmons responded that the City has 5,600 masks, 250 body equipment and access to 96,000 masks through Anne Arundel County. He also noted that the City has a Pandemic Plan so believes that Annapolis is ahead of other jurisdictions. Chief Pristoop stated that there is a collateral relation with the County in addition to other City emergency agencies. He sent out a bulletin informing officers of directives. He concurred with Deputy Chief Simmons that Annapolis is prepared. In response to a question regarding whether there are any budgetary constraints that hamper the efforts, Chief Pristoop noted that currently he does not have any concerns regarding budget constraints. Deputy Chief Simmons responded that there are Homeland Security grant funds available that could be used in the event of a need. Deputy Chief Simmons discussed the development and criteria of the Chief Charles H. Steele Public Safety Award that is intended to award exemplary service. He also mentioned the Department BBQ Bash and Fundraiser event scheduled for October 22. Chief Pristoop mentioned that October 23rd is the Police Department fundraiser at Mission BBQ. Deputy Chief Simmons announced that the Full Scale Citywide Exercise has been pushed back to November 6, 2014 and will be based on the Snowmaggadeon. City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes October 20, 2014 Updates from the Fire Department Fire Marshall Nathan Powell discussed the serious fire that occurred in the Harbor House community. He discussed the Department's Engineering, Public Education and Enforcement efforts. He discussed the $10,000 in smoke alarm donations. The Department collaborates with DNEP Inspectors when fire code or life and safety issues are observed during rental inspections. Updates from the Police Department Chief Pristoop addressed more facts regarding housing in Eastport specifically Eastport Terrace noting that the City is 9% down in crime. The Eastport Terrace and Harbor House crimes is trending down, 39% reduction since 2007. 73% of neighborhood robberies resulted in arrests. In response to question regarding of the arrests of people for serious crimes in public housing, the vast majority live outside of the community. The calls for service in Eastport Terrace and Harbor House are 3% lower than the year before. The drug calls are significantly lower in the community. The disorderly conduct calls are lower due to policing present in the communities. He agreed to email a copy of the public safety report to the Committee. 3. Legislation before Committee O-25-14 Funding Purchase of Service Credits for Certain Employees in the Police and Fire Retirement Plan - For the purpose of authorizing the City of Annapolis to fund all or a portion of the cost of purchasing service credits or any actuarial or other fees and costs for certain employees in the Police and Fire Retirement Plan; and specifying that the City of Annapolis shall have the authority to determine the respective percentages that a certain employee and the City of Annapolis shall contribute towards the cost of purchasing service credits or any actuarial or other fees and costs towards participation in the Police and Fire Retirement Plan. Attachments: O-25-14.docx Staff Report.docx O-25-14 Fiscal Impact Mr. Renstad explained that Ordinance O-25-14 provides guidance on how the purchase of service credits is completed for certain employees. It doesn't change the process. Alderman Paone moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 4.
