Call To Order Rollcall The Chair called the Meeting to order at 5:21 p.m. Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. General Discussion ID-430-14 Policing & HACA Properties Deputy Chief Baker from Annapolis Police Department offers a report on Policing & Housing Authority City of Annapolis properties. Mr. Baker speaks on a agreement established between Annapolis Police Department & the Housing Authority in 2008. The Committee asked questions of the panel regarding the banning policy. Alderman Paone discussed trespassing on Housing Authority property. Alderman Paone suggested that it may be a good idea to have future discussions regarding the banning policy. Chief Johnson concurs. Chief Johnson speaks regarding the Safe Street Program. Alderman Finlayson suggest having a roundtable discussion to talk about the capabilities of both the City of Annapolis and HACA, and what's going to meet the needs of the community. HACA Director Leggett talks about the importance of having all three parties present at the discussions, City of Annapolis, HACA, and (ACLU) American Civil Liberty Union. Alderwoman Finlayson makes reference to a federal study that talks about crime reduction & negative activity in public housing developments that have been redeveloped. Alderwoman Finlayson encourages HACA representatives to return for January's meeting to discuss the history of HACA & Policing. Major Baker of Annapolis Police Department gave a brief report on the peace rally. This Informational Item was presented 4. Legislation before Committee O-33-14 Revisions to the City Code Designating the Risk Management Responsibility to the City of Annapolis Finance Department- For the purpose of amending the provisions of the City Code to reflect that Risk Management responsibility is designated to the City of Annapolis Finance Department. ID-443-14 Status Review of Fire Department 2014 Goals Battalion Chief Butler offers an report on the status review of the Fire Department. Mr. Butler speaks of the changes implemented to firefighter safety. Mr. Butler spoke in depth regarding Fire Department goals as it relates to: Insurance Rating,Training Hours, and Remembrance of Volunteer Firefighter John Schwallenberg who lost his life at the age 16 fighting a fire on Chinquapin Round Road, 50 years ago, and what he gave to the community. Mr. Butler spoke regarding the impact of the Affordable Care Act, and it's affect on the (EMS) Emergency Medical Services. Alderwoman Pindell Charles asks if the Fire Department has worked with the Anne Arundel Health Department as a resource for grants. Mr. Butler also spoke regarding the importance of continuing education. This Informational Item was presented ID-445-14 OEM/Fire Department Holiday Business Outreach Deputy Director Mandell talks about Holiday Outreach. Office Associate Shultz speaks about small business awareness. Captain Svobda reports on the Mercantile and Business Holiday Safety walking tour which included Christmas Tree Safety, Exit and Exit access, Storage, and Displays. Ms. Shultz states that they were so well received that they are considering including the Eastport Business District next year. This Informational Item was presented ID-473-14 Annapolis Water Quality Conference/ Hazard Mitigation Plan Deputy Director Mandell spoke regarding the Annapolis Water Quality Conference and strategies involved with the Hazard Mitigation Plan Deputy Director Mandell spoke about City of Annapolis Page 2 Public Safety Committee Standing Committee Minutes December 15, 2014 future grant money that can address some of the common nuisance flooding. This Informational Item was presented ID-474-14 Annapolis Citywide Preparedness exercises. Deputy Director Mandell offers a brief report on the strength and challenges faced during the Annapolis Citywide Preparedness exercise. This Informational Item was presented 6.
