Chambers, Jr. City Council Chambers Public Safety Committee Public Safety Committee Standing Committee Minutes February 11, 2015 1. Call To Order Chairwoman Finlayson called the meeting to order at 5:19 p.m. Roll Call Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. Legislation before Committee O-3-15 Risk Management - For the purpose of providing that the City Council may establish written rules and regulations as necessary in the interest of risk management. Attachments: O-3-15 Risk Management Rules and Regs.docx O-3-15 Staff Report.docx O-3-15 Fiscal Impact.pdf O-3-15 Rules Amendment.docx Assistant City Attorney Elson spoke briefly regarding the legislation which will be postponed until the March meeting pending information from the Office of Law. Alderwoman Pindell Charles moved to postpone. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Finlayson and Alderwoman Pindell Charles Out of Room: 1- Alderman Paone 3. Business before Committee PSC012115 Approval of Minutes for the Regular Meeting Attachments: January 21, 2015 Alderwoman Pindell Charles moved to approve. Seconded. CARRIED on voice vote. General Discussion ID-52-15 Police Department Update Attachments: Notable 2014 Achievements.doc Chief Pristoop gave an update on the Annapolis Police Department's Notable Achievements from 2014. Alderwomen Finlayson requested a combined report of the Naloxone (Narcan) use in the city from the Annapolis Police Department & Annapolis Fire Department. City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes February 11, 2015 This Informational Item was presented ID-50-15 Presentation on Hazard Mitigation Planning- Lisa Graig/OEM Deputy Chief Simmons gave an introduction on the discussion topic. Deputy Director Mandell gave a brief overview of the National Hazard Mitigation Plan. Chief of Historic Preservation Craig, and Michael Dowling 150 South Street, Annapolis, Maryland 21401 representing Michael Justin Dowling Architects gave a presentation on Cultural Resource Hazard Mitigation Plan. This Informational Item was presented ID-60-15 Office of Emergency Management 2015 Goals Deputy Chief Simmons gave a brief introduction on the Office of Emergency Management's 2015 Goals. Senior Planner Donlan gave in depth presentation of those goals and answered questions from the committee. Alderwomen Finlayson requested a full cost analysis (Including Annapolis Police Department) for the 800 MHz Radio Upgrade. This Informational Item was presented ID-51-15 Fire Department Update Deputy Chief Simmons spoke briefly on Fire Safety Prevention Awareness in the City of Annapolis.
