Chambers, Jr. City Council Chambers Public Safety Committee Public Safety Committee Standing Committee Minutes March 4, 2019 1. Call To Order 6:11 p.m. 2. Roll Call Present: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson 3. Approval of Agenda (any changes to the agenda should be made here) Remove R-45-19 and postpone Alderwoman Pindell Charles moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson 4. Business before Committee a. Approval of Minutes PSC02.04.1 The Approval of Minutes for the Regular Meeting 9 Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson b. Annual Election of Committee Chair Alderwoman Henson moved to approve the re-election of Alderwoman Pindell Charles as the Public Safety Committee Chair. The motion carried by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson 5. General Discussion ID-328-18 “Public Safety: Spotlight!”-APD Lt. Krauss was present and presented the Officer of the Month. Alderwoman Tierney was present and addressed the committee. ID-329-18 “Public Safety: Spotlight!”-AFD Fire Chief Stokes was present and recognized firefighters. ID-330-18 “Public Safety: Spotlight!”-OEM City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes March 4, 2019 Deputy Fire Chief/OEM Director Simmons was present and recognized Resident Director of Woodside Gardens, and Annapolis High School Community Ambassador Rita Dorsey. Sam Austin, Peer Support Specialist Supervisor, Anne Arundel County Health Department, was present and addressed the committee. ID-331-18 “Public Safety: Did You Know?”- AFD Fire Chief Stokes was present and spoke on the Officer Development Program. ID-332-18 “Public Safety: Did You Know?” - OEM Deputy Fire Chief/OEM Director Simmons, Emergency Planner Hudson, and John Barnacle were present and discussed the Opioid Crisis. Alderwoman Tierney was present and addressed the committee. ID-333-18 “Public Safety: Did You Know?” - APD Lt. Krauss was present and answered questions from the committee. ID-334-18 APD Update: Written Report and Comments, Year to Date Overdose Summary Lt. Krauss was present and provided the committee with an update. ID-335-18 AFD Update: Written Report and Comments, Year to Date Overdose Summary Fire Chief Stokes was present and provided the committee with a report. 6. Legislation before Committee O-7-19 Special parking permit for transport, shuttles and contractors - Application Procedure - For the purpose of amending the deadline for submission of a special parking permit application for transport, shuttles and contractors. Alderwoman Tierney, and Transportation Director Gordon were present and provided the committee with a background of the legislation. Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson R-45-18 2018 Forest Drive/Eastport Sector Study - For the purpose of adopting the Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis Comprehensive Plan. Alderman Paone moved to postpone. Seconded. A roll call vote was taken.
