Call To Order
Chairwoman Pindell Charles called the meeting to order at 3:02 p.m.
Roll Call
Alderman Paone arrived at 3:10 p.m.
Present: 2- Alderwoman Pindell Charles and Alderman Gay
Absent: 1- Alderman Paone
Approval of Agenda (any changes to the agenda should be made here)
Alderman Gay moved to adopt the Special Meeting Agenda. Seconded. The
motion carried by the following vote:
Aye: 2- Alderwoman Pindell Charles and Alderman Gay
Absent: 1- Alderman Paone

Alderman Gay moved to approve the minutes for the Special Meeting.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:

SA-20-21 Grant Fund - Police Department - Maryland Governor’s Office of Crime Control
and Prevention
Revenue: State Grant Revenue - Exploring Predictive Policing ($100,000.00)
Expenditure: State Grant Expense - Exploring Predictive Policing ($100,000.00)

Research, Dr. Gary D. LaFree,College Park, MD 20742, University of Maryland
Department of Criminology and Criminal Justice, Kiminori Nakamura, College Park,
MD 20742, University of Maryland Department of Criminology and Criminal Justice,
Dr. Shuvra Bhattacharyya, College Park, MD 20742, University of Maryland
Department of Electrical and Computer Engineering, Police Chief Jackson, Police
Administrative Manager McCoy, and City Attorney Lyles were present and
answered questions from the Committee.

Alderman Arnett, Alderman Savidge, Alderwoman Tierney, and Alderman
Schandelmeier, were present and addressed the Committee.
Alderman Paone moved to recommend favorably SA-20-21. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 2- Alderwoman Pindell Charles and Alderman Paone
Nay: 1- Alderman Gay
Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
5:04 p.m.
